My question/problem is this:
Lets say I have a planet, and I am mining 3 basic resource on it. I turn these 3 resources into two p2 products, which both share one resource. So there will be two factories both wanting 40 units of this resource.
If I had basic industry facility for this resource, then only enough for one factory would ever be produced. This would obviously be bad.
I though I had a way around this, by routing 10 of the resource in question to each factory. That way whenever the p1 production facility finished, the 20 units would be split between the two factories. But then I noticed one of my factories idle with 20 units of the resource in it (and full on the second resource) with a bunch of the needed resource on the launchpad.
I guess the basic question is this:
Is the PI routing system smart enough to alternate advanced industry facilities if they both use one of the same resource, and there is not enough of it to keep them both going constantly?

It is not smart enough to split them up no. It will constantly send to the first until both the active and reserve is full and then send to the secondary. So in that situation it seemes as if the second will never get any.
I strongly recommend only trying to make one p2 per planet if youre going to be extracting on the same planet. ECUs take up way too much power to try to do any more than that effeicently.

Try routing to a storage container first, then to the factory. I have a Barren planet set up to manufacture (2) P4 items at a time from P1 components. I drop the P1 components in the Launch Facility, route them to an Advanced Factory, then back to the Launch facility, then to another Advanced Factory, then back to the Launch Facility, then to the High Tech facility. I start all the production at the same time, and in 4 months have yet to have materiel get routed to where it cannot be used.

I have found when I have producers = consumers that I need to prime the consumers to fill them, then everything works as expected.
I route everything with a spaceport as either the source or destination of every route.
