Too many afk or half afk grinders, take the bat to it.
With level 4 missions + salvage + LP points, and mining in 0.5 / 0.6 systems people make way to much ISK per hour in near safety. *Thank you suicide gankers and mission ninjas, you perform a valuable service.
High sec should be for new players, and a place where you can grind out a new BC after a night of alcohol fueled bad choices.
I suggest these changes. 1. Shrink high Sec, making more low sec systems in the process. 2. Remove level 4 missions from high Sec. 3. Make anything but veldspar and scoridite really rare, and in limited amounts in high sec.

No. Just because you want to **** more carebears doesn't mean you should destroy how THEY like to play the game. Level 4 missions still aren't as good as 0.0 rats or wormholes other than you can do them all day without a care. Also hi sec ore is far inferior. Isk/hour is far less in hisec. You should force people to risk their assets. They can if they want more isk but its completely unnecessary.

And what of all the people who have no interest in fighting over space, shooting others and/or just want to chillax for a few hours after a long day in cubicle-land?
Why should they be denied content?

Carebears have enough reason to leave hisec. More isk is where their is more danger and CCP has done this correctly. You can make 3 fold more per hour ratting in 0.0 and mining than hisec.

This and the only reason people like you object to features like high security space is so you can have a very easy time ganking people.

1) CONCORD becomes a kind of voluntary insurance for pilots that has a monthly fee. CONCORD offers a number of policies based on sec-status. Policies available in hi-sec allow pilots to buy CONCORD retaliation and sec-status hits against aggressors. Low-sec policies would be dirt-cheap (in comparison) and offer only sec-status hits for aggressors. Pilots without a CONCORD policy could be attacked without consequence (CONCORD retaliation or sec-status hit), even in hi-sec. Newbies (< 5 million SP) would automatically be enrolled for free. CONCORD insurance status would be visible to other players.
2) Make empire space smaller. Convert parts of lowsec to nullsec, parts of hi-sec to low-sec.
If someone addressed all the common complaints about nullsec in a single proposal, would CCP ever find it? |

Can we just ask them to shut down the server? Much easier to do, because all risk - zero challenge fighting killed EVE in the begining because 10k active subs couldn't pay the bills.
Could it be that some people are not interested in EVE combat. TEARs/Suddenly Ninja prime example, can flipping mission BS in highsec, CONCORD protecting them and the PVE pilots, to afraid to shoot a marauder for fear of CONCORD retailiation...almost as if its to hard to spend more time in lowsec. Any idiot can figure out that PVE ships are just as challenging to destroy as NPC ships missing omni-tank, web/scram making it easier for the agressor to escape, no buffer plates/extenders. Attacking PVE ships is like playing WoW, instant gratification with zero skill required or whack-a-mole arcade games with broken parts preventing them from ducking back in holes so you never miss with your rubber hammer.
Holy smokes batman! It couldn't be that the lame PVE content is more interesting, cause nothing attracts me to PVP. Jump into lowsec, 10 minutes or 3 jumps has been my record. For all the time spent aquiring the isk, its destroyed faster then any return on investment. Back off to highsec to **** off the likes of the OP without trying.
Try again. CCP has failed EVE since after Apocrypha; Dominion, Tyranis, Incursion, all boring as hell. And the latest expansion was the worst, CQ only shows who left the stink in the bathroom and forgot to flush everytime you return back to station so there is no way you can blame it on someone else. Kill Highsec so I cannot do my thing (in this case, **** off the OP) and you will see me leave, as well as everyone else not interested in clunky UI combat dating from 1999.

The amount of ISK per hour which can be generated doing level 4 missions in blitz mode is too high for high sec. It injects way too much ISK to the market (assuming bots under control).

The majority of profits that ship/module/ammo constructors make comes from miners and lvl 4 missioners.
All of the profits that people make off of typically pve ships will be gone without lvl 4 missions in high sec.
Low sec already has claims over lvl 5 missions, and null sec already has claims on good ore and good rats.
If you're so disappointed in what you're getting compaired to high sec individuals, here's your options.
Relocate to somewhere more profitable.
Null sec mine.
Null sec rat hunt.
Low sec gate camp.
Null sec gate camp.
Run lvl 5 missions.
MOVE TO HIGH SEC.
For people willing to go into low and null sec your options are limitless.
For those of us who prefer to stay high sec, we're limited to lvl 4 missions, and crappy ores to mine.
However, if you take away these options for high sec individuals, then you're also taking away a large chunk of profits that alliances rely on to fight wars.
Very few people would fly faction bs's, thus negating the purpose of LP points.
Basically, what you're suggesting is to destroy all aspects of the game in order for you to be able to kill more people.
Go play COD and you can kill all the people you want.
