Hello All,
As the title suggests I have not long been back in the universe of Eve and am a little stuck on what to do with my toon.
Like it says I am in 0.0, so PvP is all I am really intending to do just now (Solo and Small Gang)

Above is a link to my character and any input would muchly be appreciated from all you long term veterans out there. As you can see my skills are a little muddled (Especially when it comes to ship skills) as when I first started, all I could think of was getting into a bigger ship, and not getting the secondary skills to fit one...
I would like to stick with Minmatar ships, looking at staying in t1 Frigs, Cruisers or BC's for now, the possibly moving on to the HACS and then T3.
Any help and suggestions is much appreciated.

Nav5, Accel Control 4, Evasive manuevering 5, Warp Drive Operation 5 are the minimum standard for minnie ships. Ideally you want acceleration control 5.
Gunnery support is pretty bad too.
AWU4, Motion Prediction 5, Rapid Firing 5, Sharpshooter 5, Small AC spec 4, Surgical Strike 4 are minimum standards. You will need AWU5 for decent Vagabond fits but everything before that you can get away with AWU L4. Edit - you may as well train small artillery spec to 4 too for all the time it takes.
Engineering - all your shield comp skills to 4, Shield Op and Shield Management to 5, Shield Upgrades to 5 later. No idea why you're training Energy Systems Operation at this time as you have far more pressing problems.
Mechanic - all armour comp skills to 4, Repair systems to 5. Rigging skills to 4 (3 for now will do).
Science - Thermodynamics to 4
Edit2 - Drones - you'll need to be able to use Warrior2 drones and EC-300 drones reasonably well.
In short you need to focus rather than spraying skillpoints around at random
If I was you I'd be staying in frigates until you get the bulk of the skills above done. Your Nav skills are too horrendous to even contemplate flying a BC right now....

It looks pretty much like a year of being specced for perception/intelligence to me. Train up your support skills and alternate it with ship skills. At the end of the year you should be pretty near maxed out on T1 ships - BC and below. At that point flip your attributes to Willpower/Perception and train up the T2 ship skills. Edit - if you have spare remaps then you don't need to wait that long.
If you are flying minnie frigates/inties then you can ignore a lot of cap-related skills for a while. The problem comes on tier 1 BCs for T1 and HACs (Vagabond) for T2. It depends what you're attempting to do as to how much of an issue it is. For example I had 40mill SPs before I trained Energy Systems Operation - never needed it until I got in a Sleipnir.
Depending on what else you're doing in PvP then don't forget anchoring so you can use bigger bubbles.

Oh and one more tip for minnie ships - don't train Afterburner any further. L3 is ideal, you don't need T2 ABs for anything really.
The reason is that its a dual-edged sword - the bonus is as likely to kill you as it is to help you.
On frigates you don't need the skill much. On cruisers you are likely to be mwd fitted but if you are dual-prop fitted then an extended AB cycle is the last thing you need as you can't activate mwd until AB is done. I have it at L5 and I wish I had it at L3.
