If you are below -5 to a faction, will their navies attack you in lowsec as well as high? Or do they ignore you until you enter their highsec systems like when you are -5 to concord?
Say for example I was -10 to Amarr, but I wanted to dock at an Amarr station in an Amarrian lowsec system. Could I do so?
Looked at the EVE wiki but it wasn't very clear.

I don't think there's a navy or police in .4 and below.
however the station can deny you permission to dock based on standing

I believe the navy only attacks you in high sec.
I've yet to be followed around by a navy in lowsec, granted my standings with Gallente are only -3, but I ended up with a GCC and aggression against Gallente on a roam Saturday...I jumped into Gallente highsec after losing my ship on a giant gate camp and ended up with navy aggression. I waited out all the timers in station but the navy was still very interested in chasing me through Gallente highsec until I made it back to Lonetrek. - [SERVICE] Corp Standings For POS anchoring |

Try Singularity (SiSi), the test center. However, as far as I know there are no faction police outside of hisec.

There's no faction navy in low-sec. Standings will not prevent you from docking at any npc station. I am permanently -10 (ancient FW stuff) to 24th Imperial Crusade and I use one of their stations as a main base in low-sec.

AFAIK no NPC station will ever deny you permission to dock. ---

I'm -6 to Amarr but still docked up many times in Amarr (the system). I prefer lowsec amarr since no navy gets after me =). As a sidenote, you can't cloak when in hostile NPC space (hisec). Could be bad if you want to transport stuff "safely".

in low sec there are no navies. Sentry guns will only attack you if you are gcc.
So you can fly around faction low sec, gate/station guns will ignore you unless you commit an act of piracy. There are no navy spawns in low sec. There are no restrictions to docking in npc faction stations in low sec, apart from the regular aggression timers.

Thanks guys.
The Eve Wiki is really vague about this. It just says: "NPC factions will begin shooting you on sight in their space. (-5.0 Modified Personal Standing)"
No mention of high or low.
