Can someone clear this up for me, im training for sabre and thinking about cloaky solo fits.
my question: once i uncloak how long is it until I can lock the target?
also is it worth putting the rig on the sabre that reduces the re-calibration time?
also please post fits below:

Rigs are totally not worth it for that purpose, you need them more for other stuff like shield or speed.
The delay depends on the cloak and your level of the Cloaking skill. Check out the stats of the various cloaks (improved, prototype) ingame. The Sabre is very tight on CPU so a prototype may be all you can afford to put on.
Additionally, try to be rid of your delay before your target even uncloaks himself. This obviously only applies to gate tackling but once you see a gate activation and know this is a viable target to tackle and not some scout, you could just uncloak already so the timer is gone by the time he uncloaks. You'll find that many people are unaware of cloak delays so they sit around staying cloaked for a while, while your delay is ticking away already.
Also take into account that even after the delay is gone, you will still have a lower scan resolution. Even then, I think it's worth it to put a cloak on a Sabre. You shouldn't have to target things THAT quickly since your bubble will tackle stuff initially. If you decide to web targets as well, it's not going to be as critical to do it straight away.

There is a delay time after uncloaking, but also just by adding a cloak it will lower your scan res. Meaning you will have slower locking time than normal even if you weren't cloaked. (This lower scan res is even added if the cloak is offlined.)
The deal is, is that you don't have to target them to drop a bubble and that's why people use cloaks on Hic & Dics. You can still bubble what ever jumps into you and likely get it targeted & tackled before it can burn out of the bubble. |

Generally, I believe the delay runs at about 30 seconds from decloak to lock. Give or take 5 secondsish, depending on type of cloak/skills.

For prototypes it's 18 secs with cloaking IV and 15 with cloaking V, for improved it's 12 secs with cloaking IV and 10 secs with cloaking V. So not as terrible as 25-30.

Irrelevant. HICs and DICs canb't fit covert ops cloaks, and the delays are highly dependent on which ship you are flying.
To rehash and simplify; Prototype Cloak has a 30 second sensor recalibration delay, and reduces your scan resolution by 50%, thus doubling your lock time. Improved Cloak has a 20 second sensor recal delay and -40% scan res penalty. If you want to compensate for the scan res penalty, you'll need to fit a sensor booster with a scan res script.
Eah level of Cloaking skill reduces the sensor recalibration delay by 10%. So at level 5, your recal delays are 15 and 10 seconds respectively. Then you can try to lock the target. But your scan res is always going to be gimped. This is why DICs are prefered to HICs for cloaky gate camping. Smaller ship, better scan res.
EFT will show your lock time on your fits and some generic frames if you right click on the scan res icon.
