So when I accepted the 5-day promotional time it said I would be billed if I kept playing after these 5 days. I don't want to keep playing... as such I don't want to be billed. There is no option to cancel my account. Under "game time" there is supposed to be a "cancel subscription" option. There isn't.
Any advice on how to stop CCP from billing me in a couple days when my promotion time runs out?

I never did accept their 2-months for $19.95 or whatever it was. Does this mean I won't be billed? It says my account is "active" but that may just be the promotional time thing.

If you never put your CC card details or paypal account in before you first left, you'll be fine.
If neccisary, go change your subscription status, set it to credit card and fill the numbers with garbage, or your actual number but the incorrect three digit securty thingamy.
Either one should clear any current credit card details, hence you wont be billed.
Alternativly, petition it now, so when you get billed you can insist on a refund.
The whole magically vanishing cancel account button thing has been a problem for a good year or two now. You aren't alone, but I've not yet seen anyone hit financial ruin for it, so I'm guessing the GM and accounting departments know its a problem and are pretty ****ed off at the webmaster department for not fixing it.

I never put in CC details this time but they probably have it saved from last year when I played with an active subscription. I emailed support. Hopefully they get back to me. All I got so far was some automated response about my petition.

I remember having some issues with activating my account on here. I don't remember specifics, but use another web browser. I don't think it worked properly in Chrome, I ended up using Firefox or IE. Quite strange issues I must admit.

I just checked Google Chrome and have the Cancel Subscription link showing up.
It may be that there is no such option as long as you don't have an active subscription (no recurring payment option that is). I doesn't say cancel account after all. And if your account status is active due to PLEX, GTC or free promotional time why would you want a cancel subscription option?

^^^ this
you can not see an option to cancel a reoccuring subscription if you dont have a subscription to cancel.
