There's no point in "pirating" in lowsec, it usually devolves down to goodfighting other "pirates" (or gatecamping, which is boring). There just aren't enough juicy targets there. ---------------

Catch someone, then offer them a reasonable ransom to let them go. Always honor your ransoms or the real bad guys will come for you.
Ships and tactics may vary but the results are the same either they pay and you let them go, or they don't pay and you explode them.

Once in a week you might find a confused newbie sitting at a belt mining, but the vast majority you'll meet are angry kids (my personal prejudice) destroying everything they find on sight with their pimped over the top battleships.
If you do insist on low sec piracy, then I'd recommend finding a quiet and low populated pocket somewhere far away from bottlenecks that leads into high sec, as these tend to be prime habitats for serious pwners. Basically think like a miner.. you wouldn't put yourself in the local piracy hotspot, you'd go for a place out of sight, out of mind. Use the various map display settings to find these places, such as "Average pilots in space in the last 30 minutes".
Otherwise you can turn to things like can flipping in high sec (google that if need be :P). Personally I've had a good time with that.. and as with other paths of piracy, you may try to demand a ransom rather than just blowing people up.
EDIT: Oh and don't be afraid to stick with frigates for a while, they can be surprisingly deadly and people tend to underestimate them.. Typically Rifters or Punishers are used for PvP. Cheap to replace too when you face defeat. ^^

Since when do 'obeying laws' equal 'piracy'? I thought the very definition, even if we bring up old naval RL-terms (lolyesIwentthere) is that a pirate by nature violates laws. Canflipping is well within set rules and at most could be considered non-offensive griefing. -

Yes you are entirely correct, but given that this is not a trial nor a formal hearing, I decided to include activities that often are carried out by pirates, seeing as it involves blowing up more or less innocent miners. The idea of can flipping is essentially like "scamming" (or what's the word?) people in pool. Make yourself look weak so they jump the bait, and then rip them off. Not illegal no, but generally not considered a nice thing to do. :P
By the way, when I say can-flipping.. I mean can-flipping with the intention of fooling them into agressing you because they might underestimate your small ships capabilities. Of course just flipping their cans and warping off would be a bit odd.
