1. Can you allow members not in your corporation/alliance into the force field and use the structures attached to the control tower?
2. Is it possible to anchor a POS in low sec in empire space with no standings with that specific faction?
3. Refining arrays can only be anchored in 0.3 space or lower?

1. In the forcefield : yes, if they have password - Use structures : no
2. You used to need 0.4 standing to anchor in 0.4 space but I think that's no longer needed. Definitely not for < 0.4
3. Maybe ?

Anyone with password can enter the forcefield. Only corporation members can access structures.
Alliance members can do material and time research on BPO which do not require materials (because they cannot access the structures), if the structure is set to allow alliance (default is public).

Yes, 0.3 and below. I think 0.4 still requires standing, but not charters anymore.
0.4 has all the risks of lowsec and none of the advantages.

Yes, but nobody sane (or not stuck in a wormhole) uses them for anything except ice refining (75% max on ore, 100% max on ice), and even then refining at a NPC station where you can get 100% on ore is still better (and most upgraded Minmatar refining outposts). Hence the Rorqual was born (ore and ice compression + lots of room + a jump drive).
