Depends really on what you need it for. I have Autodesk Sketchbook Pro and its a rather slick drawing program. As its name implies its great for sketching. Big canvas, Layers, Minimal UI. Rather nice IMO. It has a rather nice set of pens and brushes to use. It might not have all the features of say painter but its very nice tool. Works wonderfully with tablets.
Dont have art rage but have heard nice things about it. More of a fully featured art program than say sketchbook, Watercolors, brushes etc.
Both are rather nice but depends on what you need. Can do great stuff with both. Im assuming you have a tablet :P

No specific needs or even taking a class. I just want to start drawing stuff.
I plan on getting a monoprice graphics pad of at least 10.5 inches. The prices for their corresponding versions for the ipad (art rage) and the android (sketch) are really, cheap, so I can't think they are fully featured versions.

Well since its for just doodling around i think you would be happy with either one. Really its the artist not the tool in the end so you can do great stuff with either program if you practice enough. Art Rage has a demo i think you can play with and Sketchbook MIGHT have one as well. Really main difference between the two i would say is your tool set. Looking at Art Rage you certainly get more tools and features. Sketchbook certainly is nice to do doodles, sketchs (as the name implies ), and has basic pens and brushes that behave nice. Could glance at some youtube vids to see the workflow but either one would be nice in the end i think. I lean towards sketchbook but thats just me
For the tablet is it from Monoprice.com ? Id HIGHLY recommend you don't cheap out on the tablet. Get a Wacom Intuos. You wont regret it. Great build quality and precision.

I used art rage for my sig therefore I suggest you go with autodesk ~~~
