Basically I am thinking of making a safe as can be runner of low sec and null sec. A tech III cloaky crusier with a interdiction nullifer and 4 warp core stabilizers. If i were to get tackled in this i believe i would need 4 targeted points on me, or is there another way for me to get tackled in this other than the direct targeting?

Yes, the targeted infinipoint of a HIC will stop you regardless of your Nullifier (which only stops non-targetted) or any number of Stabs

Just remember to take the warp core stabs off before using the ship, it is worthless with them on.
Practice a lot in safe space first, but it should me near impossible to catch you (the better setups will, however).
You basically want to land in the system, hit "warp to" and then hit the cloak, the split second your ship judders (has received the command). -------

Why would the warp core stabs be useless? Is it because it makes a lock on me faster? And if they are useless, what would be good to put in their place?

All it takes is one fast-locking frigate to nab you and you can't use your cloak. If you're still aligning this will allow others to lock you and apply their targeted interdition. While warp core stabs will help with this in a small/ill-equipped camp, sooner or later you will run into a camp that will either infinipoint you or be able to spam enough regular points to defeat your stabs.
I recommend nanofiber internal structures; they will reduce your align time without bloating your sig. True, they reduce your structure, but if you get caught you're likely dead anyway. In any case you will be able to put up a better fight than if you had warp core stabs.

Yes, absolutely. What I suggested above implies that you already have the interdition nullifier subsystem installed. Any camp worth its salt in null will have a bubble; flying anything but T3 you will have to rely on MWD+cloak to escape. If they're on their game they stand a good chance of decloaking you before you can get out of the bubble.
Whereas with T3+IN, their window of opportunity for decloaking you is limited to your align time. Most of the time you can just q*** on through.

They do not make others lock you faster, they do however make you lock a lot slower, and significantly the range at which you are able to target. Each Warp Core Stabilizer II Reduces range and resolution (locking speed) by 40%; before stacking penalties.

Warp core stabs II are useless because the only penalty compared to Warp core stab I is the fact you lock slower and at lower range.
Which is insignificant if you plan to avoid combat.
Also, HICs with infinitive script ignore warp core stabs. Hence the uselessness. _______________________ The best thing in EvE is Barrage M. |

Finally, are tech III cruisers the best type of ship to move around freely in the game with, and if so, what is the best tech III cruiser to do this job?
I would fit 3x nanofiber IIs and 1 WCS.
Your risk comes from either being locked before you can cloak, and being decloaked before you can warp. As others have said, if you get locked by a HIC with an infipoint, no amount of WCS will let you warp, but you might be able to get out of his point range (28Km). 3x nanofibers will increase your speed significantly.
The will also significantly decrease your time-to-warp. The quicker you get into warp, the less likely you are to be decloaked by a fast interceptor. Most interceptors carry a long point with a warp disruption strength of 1; a single WCS will protect you here.
Inertial stabilisers will get you into warp even quicker than nanofibers, but they wont help your speed, and they also make you easier to lock. I prefer nanos.

Since the full description is "Warp Disruption Field Generator with Focused Warp Disruption Script" I'm guessing that it counts as a disruptor as opposed to a scrambler, and MWD will not be affected. I haven't encountered one in the field yet...

No. It acts like a slightly longer range warp disruptor. However warp stabs will not break this point
