Set to Focus Fire: They still target whatever ship they want and split up
Set to Aggressive: They orbit me while other ships are well within drone range and are firing on me
Tell them to return to Drone bay: They continue to fight in space and get themselves destroyed
Is there a Skill that makes these commands actually work?

No, no skill to make these work as you wish. However, here's what I know:
Focus fire: No real workaround that I know of. Perhaps someone else knows something I don't.
Tell them to return to Drone bay: I have alt-3 bound to this function. If I need my drones to return I hit alt-3 about 8 times just to be sure.
Set to Aggressive: This one is odd and is probably intended. Set to aggressive will attack the next target IF your drones are already attacking. Otherwise it will attack the next target which STARTS to attack you. Note: Yellow boxing isn't attacking you, red boxing is attacking you.
This is problematic in Gurisas space since Guristas jam quite frequently. If you have the entire room red to you, and THEN you deploy your dones, you have to target something first THEN tell your drones to kill. Once they've initiated combat they'll pick and choose accordingly so jamming is less of a nuisance after that.
However, if you have the entire room yellow to you and you deploy drones, your drones will attack the first thing that goes red to you. Even if you're jammed your drones will return fire.
The "Aggressive" drone setting really sounds more like a "defensive" setting, doesn't it?

I have mine bound as well. There have been times where I am jamming the button as fast as I can and the drones continue to fight while I sit there and look O_o at the monitor.

can all probably be explained by the same focus issues that other things elements of the UI have been having (except Focus Fire), my suggestion when your drones do not seem to respond to your commands is to mouse click into a container like a chat window to give focus to a better keyboard listener than whatever it is you may be focused on at the time. Either that or try manually right clicking the open drone group in your drone window and telling them to return through the context menu.

I have never had drones refuse to return to drone bay.....when I am in drone command range.

Drones are currently more bugged than they have been. Ever since Incarna they go randomly idle after engaging.
If you have them on aggressive, they must be set on such before any action is taken on you. If not, you must either fire on a target or manually send them on their way to have them be aggressive from then on out.
Focus fire: Sometimes, it seems more with aggressive, they will do the split up. You just have to watch them.
Drone bay? I have never had this problem as long as they were not on aggressive and not bugged. Sometimes they can be webbed by frigates and not get back in time.

All in all I find drones to be fritzy at best and you just learn to work with and take the hits when they come.

I have foudn that drones, when in structure, tend to go into a suicidal rage and refuse to acknowledge return commands, even after multiple return commands given.

Drones that get webbed usually die while returning. Sentries don't have this problem.

That's kind of neat actually, if they did not cost money to replace, I would be more amused at stuff like this personally, sort of adds flavor to the game indirectly, even though we will never know if this is intended drone behavior from CCP or not, lol...
They are drones after all, with a supposed AI, etc.

I have to repeatedly mash my hot keys to get my drones to obey, and even then, there is a very good chance, that while 50% of the way through focus firing a single rat down, they will split targets randomly. Sarcasm - Because i'm too far away to strangle you. |

I have (found) that berserkers, when low on health, tend to go into a suicidal rage and refuse to acknowledge GTFO commands, even after multiple "WTF DUDE!" commands given.

Actually, almost too true to be funny. Drones do pretty much whatever they want, they are either buggy or ment to be that way, we don't know. I have lately been testing aggressive/passive behaviour as well as focus fire, and honestly can't tell any difference.
Their control interface is also riddled with bugs and stupidities, like not having a key bindings for launching groups or returning single drones (I mean drop-down menus with illogical order, wtf?), collapsing/expanding the groups (wtf2 - why in the hell the group you launch does not get expanded, but the group that returns does???2121!111) , not seeing the damage of drones in bay, but only in space... etc, etc.

Drones also on occasion get stuck immobile when they have enough hull damage and are unable to move unless repped first, this seems mostly to be an issue with ships that have drone hp bonuses such as Dominix. Also I've noticed that drones under fire do not always use their MWD to return which makes even more time for them to return to bay.
Drones also have tendency to always go for the triggers first no matter what target you order them to shoot, they also like shooting trigger buildings (damsel et ala) while being aggressive ...
