A ship with the capabilities described would not in any way be able to get to a ship that is cloaked up in a safe spot - and that use of the present mechanic is what real AFK Cloaking is all about.
It would catch the lazy cloakers for sure.
A cloaked ship has one real danger, putting aside the Jan Brady arguments which are fueled mainly by having the bots dock up - something removing local would fix, and that is being cloaked up very close to prepare for a tackle while friends arrive.
Oh well. Who knows how it turns out.

cloakers could be buffed to vanish from local when they cloak and destroyers get the mentioned feature.

I'd like to point out that this Idea would be a GOOD idea. Since Ive heard rumor of some ppl being able to "see" a cloaked ship by adjusting their Graphics with some sort of Third party program Ive got nothing to prove this rumor but Ive heard complaints of such.
-Instead of placing it on the T1 Destroyer Id like to see a 2nd Tier(not Tech2) Destroyer? (but thats just me asking for more ships)

While I appreciate your support, this would be very, VERY bad if this were the case, and I'd like to doubt this is possible.
EVE, in basic structure, is a 2-part structure: a client. You. the thing that draws ships, splosions and whatnot. And then you have the server. A huge database-ish thing which just crunches numbers.
Now, consider a cloaked ship. The server will know where that cloaked ship is (duh) and the client which operates the cloaked ship as well.
Now, for all other clients, there are 2 things which could happen. Either the position of the cloaked ship is sent, and the client is responsible for not showing this ship, or the position is not sent at all unless there's a good reason for this to happen (e.g. proximity uncloaks the ship, or someone's trying to warp to the ship within a party).
Now, if the first were the case, you would be able to write a program which intercepts the data traffic from and to the EVE client, and, provided you're able to decrypt the code and whatnot, pinpoint each and every cloaker on grid.
If the second were the case, you would not ever be able to do that, as the information simply isn't there. ---

Have the destroy only module, Cloak Detector, only work in short range. You know there is a cloaked ship in system, because hes in local, but none of the stations. I would like a module that detects cloaks within a short range, say, 50km, not where they are, what speed, size etc, but simply a cloaked ship is nearby. This would allow destroyers to have their traditional role, but would not over nerf cloaked ships. You still might get hit with a bomb, or have a cyno dropped right on you, but you have a chance of turning on your invulnerability fields.
In fairness, I think this should be like a salvager, where it has a chance to detect nothing. Also increase the sig radius of the destroyer, or reduce its speed.

i dont care much about how it works as long as there is some way to hunt these guys out. If fuel is used in cloak, if its time based or some other method its ok for me. But the system must make them vulnerable to scan at one stage or another. Everything in eve is suppose to counter the other, therefore cloak must be countred by something or must have an ending.

It's not about hunting these guys out, and you are abusing my idea for your own agenda. Cloakers should keep a high amount of invulnerability. However, being able to ping, or see, or whatever cloakers would give destroyers a reason to exist, and it would give an extra dynamic to the whole intel system. ---
