Greetings, everyone. I am about to post the questions and responses from Kristofer Touberg, also known as CCP Soundwave, at our first Q&A session that was conducted between myself, a sign language interpreter, and Kristofer.
There will be a second Q&A tomorrow, the results of which will be posted when PAX Prime 2011 concludes. You can get early access to the second Q&A by joining the in-game mailing list "PAX Prime 2011".
And without further ado, the next post will contain the contents of the first Q&A. As a reminder, I'm deaf, so I had to have an interpreter for this interview - to mitigate any confusion, I paraphrased what he said to me through the interpreter, and had him read the responses I wrote down to make sure they were factually accurate.

Questions for Soundwave - PAX Day 2 ----------------------------------- Katrina Oniseki > The original Incarna release was groundbreaking in its step forward, but very limited in scope. Response> Apocrypha was a large expansion that took the resources of a large percentage of the company, and it turned out to be a difficult thing to handle - we don't expect to be doing anything on that scale again.
Vin Hellsing> Are you aiming for a certain level of standard for each expansion?
Response> Not necessarily. The resources we have available are major deciding factors on how much we can put into each expansion.
Sulyana Baiur>I like high security play and I know a lot of people who do, but it seems like after every patch comes out high-sec players lose some kind of profitability to low-sec.
It appears to me that CCP is chosing to support one kind of play and punish another, why does it seem as though you are moving to force people who are happy and productive in high-sec into low-sec where they don't want to be and don't enjoy themselves to make anything other than a meager sum?
Response> We did lose a little focus on the highsec players, but we hope to improve the situation for you in the future.
Brian Purkiss > will there be in game interaction between Eve players and Dust players? I've heard conflicting reports and if there will be interaction, will we be able to hire dust players like in the trailer? use them to take over planets and harvest resources and stuff.
Response> Corporations and alliances will have EVE and DUST players under the same umbrella.
Vin Hellsing> Are there any provisional plans to explore the idea of bringing Dust 514 to the PC platform in the future after the PS3 version goes live?
Response> That will be a very long term thing to consider. There are no immediate plans.
Korsavius > Will there be a T2 exploration ship that isn't as expensive as a T3 ship, or as weak as a covert-ops? That is to say, will we have an up-armored, up-gunned version of a exploration ship?
Response> No plans for that at present.
Chieftan> A few Patches ago the typhoon was changed so that it was able to choose between either being a missile boat or Gun boat. Would CCP be willing to do this to simular ships such as the scyth fleet issue or huginn which would also benefit from such change?
Response> If we do make such a change, it will likely be done to battlecruisers.
Cheiftan > The Hybrid Weapon system needs some love, since the boost to projectiles they have seemed very nichT and underpowered. Does CCP have any plans to "buff/Boost/Tweak" them?
Response> After Christmas, there will probably be some changes pushed out to fix this issue.
Vin Hellsing, representing OOC channel > Will there be any new content additions to Factional Warfare in the future?
Response> We don't have a timetable yet, but it's definitely high on our list.
Rek Jaiga > When will pirate faction militias be released?
Response> Probably when hell freezes over.
Creetalor > Will there be plans for Pirate faction captains quarters?
Response> No plans for that, but it's a very cool idea.
Morwen Lagann > Why can't we lock chat tabs so they act like local/alliance/corp/militia/incursion and can't be closed?
Response> Don't know about that, but it's a good idea that's worth exploring.
Sanya > Can he say Ishuk-Raata Enforcement Directive, three times in a row?
Response> Did it. (Vin's note: I'll see if I can get an actual sound bite of him saying it tomorrow.)
Khromace > Why a shirt cost as much as a cap ship??? (3500 Aurum = 1 plex = 180-230m Isk/$15)
Response> Not too sure on that, I've never bought anything from the NeX.

The entire interview reeks of "We are basically done developing Eve, we have moved onto DUST and WoD, we will put out crappy small buggy worthless expansions into Eve from here on out. Our primary goal is to implement a lot of NEX store items, and then leave the game to die.".
I mean seriously, that has to the most depressingly honest Q&A CCP has given in a long time.

i know! isn't it just an OUTRAGE they don't plan on doubling the size of available space again, when there are large regions of space already under utilized?! obviously the game is DOOOOMED since they don't want to expend all kinds of effort doing something that has no point!

Many thanks to the op for posting the interview, and to Soundwave for conducting the Q&A session.
Some of the answers were rather depressing to hear, though none of them were really surprising. It would be nice to eventually see an expansion on the scale of Apocrypha, of course. It would be nice if CCP made some adjustments to hybrid weapons. But at least we have some idea of what to expect in the future, and that's not insignificant. Hopefully CCP will have more resources to dedicate to EVE once Dust ships.

DUST514 is not longer there. they're integrated frakking games.
I think you guys are blowing this out of proportion - while honest and blunt, I could tell by the way Soundwave was talking that he was pretty serious about fixing what is wrong with the game - such as sov, capital ships, and the like - things that we didn't cover in this Q&A (though I had gotten answers from him on that subject in the first day of PAX Prime).
To some ears, it may seem depressing - what IS clear is that Soundwave has essentially said in response to the question regarding expansions on the same scale as Apocrypha, is that something that large is going to require a lot of the company's resources and manpower. Something that is not possible at this time or in the near future because of ongoing development between EVE/Incarna, WoD, and Dust 514.
Again, there will be a second Q&A with questions taken from the community conducted tomorrow. If you want me to consider YOUR questions for the Q&A, please evemail me your question - it must be at a maximum of 4 sentences, and be written in a way that properly gets the intent of your question across. That way, there is no room to make wide-ranging interpretations of a response.
Right now, I am already sifting through the questions given to me by a community channel and my alliance, and will probably drop some/add some questions depending on their relevance to the state and future of EVE Online.
P.S. Deadline for questions to be submitted to me from the general community is at 00:00 (-8 GMT) tonight. Any messages received after that time will be deleted, because I don't want to waste the entire morning of the last day of PAX Prime sifting through a horribly large glut of messages for the real questions that deserve to be answered.

Actually, I was trying to sweeten the pot to make sure they would answer my question. Wasn't sure whether my question would be one among hundreds all thrown in together, as I didn't know Vin was going to ask him face-to-face. the truth is, I don't consider Incarna to be groundbreaking in the sense of something never done before in the industry, and certainly not something that hasn't been done much better. It is however, 'groundbreaking' in that it has never been done before in EVE (and has been requested for a long time), and that 'it breaks new ground', paving the way for more Walking-in-Stations content.
Keep in mind, I did say it's limited in scope. I didn't exactly compliment Incarna. I just pretty much repeated what CCP already thinks of it. That it's new and exciting.
tl;dr
I was trying to be nice to Soundwave.

Actually, if you consider his answers regarding Dust 514 and EVE Online's level of integration with each other (players from EVE and DUST will be able to be in the same corporation and alliance), Incarna makes perfect sense.
They may be aiming for a development track where Incarna players will eventually be able to meet DUST players face to face for meetings, strategy pow-wows, or simply social gatherings.
This is actually a question that will be asked at the second Q&A.

Apocrypha nearly doubled the size of the game. it should not only be not surprising that they aren't doing something of that scale again, anyone who spends a minute thinking about it will realize it is a good idea to not do so.
W-space is what, 40% of the size of K-Space? So Apocrypha nearly doubled the size of the game. We DON'T need that. Large sections of space are virtually unused. what Eve needs is tweaking, fixes, and some rebalancing to encourage better utilization of space - especially low sec.

Actually, regarding standards for expansions, they do want to deliver the best possible they can produce. However, by my personal estimate, around one-thirds (at a minimum) of their in-house resources are heavily dedicated towards Dust 514's implementation.
When Apocrypha was done, this was when they were in early predevelopment with White Wolf over WoD, and Dust 514 was still in something of a sketchy phase. The result was that they had plenty of idle hands to help out. So they had a lot of manpower on board to put out Apocrypha as one of the most epic expansions I've seen to date.
If you divide that kind of productive power three ways, you can see why there are smaller, less impactful expansions in the last year or so.
As I personally see it, Dust 514 is another EVE expansion that dwarfs even Apocrypha - so much that it is capable of being billed as its own game that has a high degree of integration with the EVE Online architecture.

I'm not blaming you for your current attitude, but I think you're being unjustly harsh - CCP has a lot on their plate regarding getting the kinks ironed out between DUST and EVE.
Trust me, when DUST comes out and it starts gaining traction from all the Planetside nutjobs, it's going to really add to or change some of the dynamics of EVE Online. (Which is generally what Apocrypha did.)

Yeah I wasn't talking about more systems. I was talking about an expansion that feels like it has real content that doesn't take just one hour to experience and explore. Not everything is about expanding space to have more systems.

I don't know who decided on the pricing scheme, but I think they are planning on implementing a LOT more clothing items that will be on the budget end of the spectrum, while the really expensive stuff will just look like crap and be a status symbol that says: "HAY, I R RICH N' DUMB!"
I mean, the monocole looks crappy. :p
Edit: Also, if you think about it, a PLEX is around the same value as an Onyx (HIC) or a little less than the cost of two unfitted HACs. If they keep the low-end spectrum as low as they can realistically, it wouldn't be too far out of the realm to actually consider saving up for a PLEX to dress your character with.
If you want, I can ask Soundwave whether they plan on making it possible to purchase a full ensemble of a given type (Military, casual, etc) with the equivalent value of a single PLEX (3,500 Aurum).
The good news is that Soundwave is VERY keenly aware of our interest in a player-craftable option for player clothing, and that raises the possibility of it being explored in concept, developed, and implemented.
Side note: They were giving out free monocles at the booth. Not the ingame one, mind you. Prop monocles. On the packaging, there was this quote:
