I really like the look of it....yet people seem to say everywhere that it's not worth flying? yet the hookbill is considered a pretty good ship for Close Range Rocket adventures with Dual Webs?

The Hookbill is ****, but the Hawk is slower than ****.
In general missile boats fail because their hulls are slow as **** or slower.

I think the reason people don't like it is it's paper (EFT) DPS is low for an AF, even with max skills. It seems like the natural choice for speed/sig/shieldtanking the Serpentis Phi-Outpost, at least

As I recall, the Worm is rather nice. Oooooh, and the Vengeance. And, uh... Hm. Maybe part of the problem is that there just aren't many higher-class missile frigs. I mean, there are stealth bombers, but those are entirely different.

As assault frigates go, the Hawk's a pretty decent ship. Like all AFs, it could use a fourth bonus and a little increase in speed/agility, but they're perfectly viable and I'd happily fight more or less any other frigate in one.
As shown by the responses to this thread, it also has the very useful quality of being massively underestimated.

You pair a Hawk with Crystal implants and it becomes a wonderful damage sponge. Even though frigates won't really take full damage from rockets, the damage being put out by the Hawk is still significant (if underwhelming compared to, say, a blaster Harpy.) Also I died in a Jaguar to a Hawk for some reason.

Why yes, of course it is. EVE PvE is repetitive, unimaginative, and poorly rewarding ( no, I do not mean ISK ).
Out of the 5 Ds of MMO questing - Deliver, Destroy, Defend, Drop, Discover - EVE only uses three: Deliver and Destroy missions, and exploration being Discover. CCP uses the whole 'EVE iz a PvP gaem!" excuse to let poor content made by poorly skilled and funded developers from 8 years ago stay in the game.
If you really and truly enjoy EVE PvE, then you either have not played any other MMOs and simply don't know any better, or you're a blummin massochist.

lol must be a masochist, I actually LIKE missions. Well the real reason they dont get rid of missions and PVE in this game is the EIGHTY PERCENT of the population of the "gaem" that live in high sec and PVE (whether it be PVrats or PVrocks lol) would quite likely leave the game an CCP like their money :D -------- CCP knows better than the players whats good for their game. Odd really becasue i have played other MMO's, infact over the years i've tried a good 30 or so MMO's (there's a lot more out there than people realise), and i don't see much difference between EVE "questing" and other games, most MMO's are generally go here kill this go there or take this item to this npc, there's not that much variation in the industry really.

Hawk isn't that bad. Your DPS isn't that great and AB fit you are quite slow, but you have a better tank than most frigs and a handy utility slot for a Nos or a Neut.
With some fiddling around you can fit a MSE + Web or MSB + cap booster, which overloaded and with Blue Pill which gives you quite a decent active tank.
I think your biggest problem will be a) catching things and b) anything with high kinetic resists. On the plus side lots of people think "lolhawk" and let their guard down

You are thinking of the harpy.
Regardless, the hawk is a great ship. With good skills and a good fit you can easily get 150/150 gank/tank out of it.
Like others have said, your only real problem will be catching and holding anything that is AB fit and faster than you. That pretty much means drams and Jag/Wolf.
Best part about the hawk? Everyone thinks it's crap and will be happy to engage you solo. >:)

Honestly, CCP did a great job rebalancing them. They do exactly what they are supposed to now (i.e., they have a niche in frig combat to fill)

Medium shield boosting hawk with 170 or so dps seems to work pretty well to me. Goes about 1.1km/s with a prop mod on the low. (You can't really fit anything else down there besides the BCU)

Depends on what you consider useful. I have no trouble melting other ceptors and T1 frigs(which is almost universally a Rifter anymore), and some AF's depending on the tactical situation, with my Crow. I get face****d by Drams, but that's okay. Every ship shouldn't be an i-win ship. For what I get for a few mill investment, I'm happy and I consider it a useful missile frig. Part of "usefulness" is measuring cost/utility ratios
