CCP should introduce a system that allow you to program your ship by fitting an "AI" module and send it pilot-less to do various tasks. With basic commends, it can be from going to belt and shooting rats or mine belts, to going to the gate and shooting any ship at sight.
the commands should be able to control any mods that are fitted on ship based on rules eg: "if taking damage, activate shield booster" the better the player programmed his "AI" the task will be preformed more efficiently.
that's the carrot, the stick is: You will loose one fitting slot, fitting an "AI" module will cost you cpu and Power grid, the mode will cost good deal of isk, and you will have to train certain skill/s that will affect the efficiency of your control over the "AI" controlled ship
imo that will solve most of the iligal botting and make is supervisible by ccp, also it will introduce a grate content to the game since this can be used for tactical advantages when fighting an enemy, like sending AI controlled fleet as the first wave of the fight.
there are many things that are possible with this system, hope i made my ideas clear and understandable...

This wouldn't work. If there was an "official" botting method, it would have to be balanced. If it is balanced, there will be drawbacks or disadvantages. If there is already a way to bot without these downsides, there is no incentive for existing botters to go legit.
All this would do is create more botters.

As one who typically doesn't do this, I'd just like to point out that it has a built in disadvantage of not being piloted by a human and therefore inflexible. You cannot effectively program responsive combat to a human opponent. It's entirely vulnerable. -
