I don't know if this has been discussed before, but has there been any discussion about perhaps implementing a rate increasing training time multiplier that only is active when in game. For example, all training times, regardless of attribute or even attribute depending on the race you choose, decreases as if you just threw a better implant in there. The rate would go back to what you'd be training at with current implants etc.. when not in game. It might encourage more people to get in game and actually play, as opposed to just not play and still continue to skill up at the same rate as players who are in the game space more often. It was just an idea and was wondering if it has ever been floated around.

Yes many of these ideas have been around, though usually in the form of 'using' a certain skill (not sure how you'd want to use mechanic with a hull boost but hey) and normally not for plain being logged in. I'm sure you could see that anyone would just leave their account logged in all day if they implemented your suggestion. But even 'using' a certain skill would only lead to botting and more logged in accounts that aren't really there, as well as less people playing the game as opposed to grinding skills.

ok so i just turn on three clients when i go to work, let them hum along. then as i head home i switch it to having them on the work computer humming away all night.
Yeah.. that changed much other then needless energy consumption

no....
before you go to bed....set up a really long course and AP it. technically in game. faster train doing nothing but flying around. Or sit in station and do nothing. this is how the indy trade works. Got 8 slots, all slots filled and takes 2 days to get orders out (real easy with t2 production)...technically my indy logged in for 23.5/7 is doing something.
Eve already has a motivitational tool to get you to play more. Its called buying plex. Play more, make more, buy more. Made your plex in 2 weeks...good for you. Make extra money or go enjoy that thing called real life. It do pass you by...faster than you know it lol.
