After about half an hour of searching and collating, I've created a list of all of winter's upcoming features, as well as listing the sources. After the winter expansion, I'll repost this thread on the new forums, noting what CCP did and didn't do.
Engine trails

There's no way that both establishments and 3 more CQs are coming in the next expansion... We're not getting establishments in the next expansion.

Hoping for the establishments and the beginning of 0.0 changes and crossing fingers for the hybrid rebalance next summer.

No, because CCP have already confirmed that a hybrid rebalance will be summer 2012 at the soonest.

considering they took about three years to deliver a single frickin room....
we can be happy to see a second room 'til the end of the year, i don't really expect anything else except maybe some number crunshing for sc/0.0 rebalance.
And the Tornado... yeah.. dream on.

Engine Trails- He said "month ending in "ber", but he did say what year. Not like it matters really.
0.0 Changes- It will probably be some nerfing of other areas and minor buffs to 0.0 Indy. I'm honestly not expecting much since they arn't even focusing on some of the main issues that are wrong with Indy in 0.0. SC nerf will probably be minor(small HP nerf, and either Fighters or FB only) so it won't change much. SoV changes I doubt will happen since I haven't really heard about any ideas they might have.
Other Racial CQs- This will probably happen but Establishments will prob be pushed back. I highly doubt they would release both in 1 expansion. Considering they haven't even been able to optimize the current CQs, I doubt they will open up the multiplayer aspect with Incarna in its current form. If they do expect more rage from peoples GPU blowing up.
3D nebulas- Prob will happen.
New Turret effects- Didn't they just add new ones in? I mean do we REALLY need no ones? Wheres the new/old cyno damn it.
Smuggling- Again doubtful without establishments.
Tornado- Possible though I have no idea why its taken them this long.
Next summer Hybrid Buff- LOL doubtful.

In the May minutes CCP were certain about adding engine trails for Winter. They gave the general "We'll think about it." when it came to cyno effects.
Given how unlikely the engine trails are, this gives you an idea of the chance of new cyno effects
However, in the "Devs answer your every question" thread, this was said:

Get giant glow, make bigger over time, make it suddenly small at the end. Add a few shiny sparkles, pillars of light and you're set. Then again, CCP tech is notorious for being difficult to work with

Why the hell does it take so long to re balance a weapon system (hybrids) that has been unbalanced (poorly) for the last some odd years? I mean, really, next summer? To do some number adjustments? That's a half a damn year, and we're not talking about modeling new guns and such, just stats. What the heck?
Sorry If I'm a bit upset by hearing this, but it seems silly at the rate which it takes them to re-balance something so obviously in need of fixing. I mean, I've worked on game projects before with stats and such in previous employments, and it never took us this long to make balance update patches. The higher path is not one with more weaponry, but one with the will to not use them.

Personally, that list looks awfully long and ATM I dont think the CCP devs (the few that still code FiS) have it in them to code all that.
On a up note, we don't have to worry about changes being held up by the QA department as from the looks of the 1.1 patch, they do not have one!

I stopped listening to what CCP says it is going to do years ago.
Out of that list, the best you'll get is the racial CQs - so CCP can sell you a new sofa for it with NeX.
