What is the best way to combat a passive tank, such as a Hurricane that uses armor plates & hardeners, in a ship that can lock others down e.g. a rook?
It would seem straight forward to aim to drain the cap to turn off the inevitable active resistances/damage control units, but as the cap won't be used that much as it is, more so if the ship is being jammed, would it be better to just throw DPS at the tank?

Guess the other guys resistance hole correctly and use appropriate ammo.

Best cure for passive tanks is a lot of DPS.
They are of course helped by neuts to take out any active hardening modules and focusing on the enemy ship's weakest resistance.
In a Rook... this will unfortunately still take some time. Not that you have to worry if you have him perma-jammed.

OP has "Passive tank" confused with a buffer. Passive tank refers to a shield tank ship that relies on the natural recharge of the shields to re-gen shields instead of a booster. It is impossible to passive armor tank.
As others have said, you can nuet out the ships hardeners, however DCII's can not be nueted out, EANMs are passive mods, and you still have to chew through thought the raw armor HP. The ship would have to rely very heavily on specific active resist hardeners in order for it to even come close to making eating through the ships cap worth it as opposed to just DPSing.
In addition, PVP pilots who expect to run into lots of nueting will train their compensation skills which allows active hardeners to still provide most of their resistances even when turned off.

Again, time.
Dps is the only thing that will kill them regardless of how they're fit. If you do crap for dps, who cares if you can lock down/rep through/outlast theirs?
The issue is time. Either time to finally chew through their buffer, time to call in back-up or time to realize they're bait/stalling for their own backup and gtfo.
The amount of DPS you can put out directly affects how much time 'should be' necessary. The more (actual) dps you do, the less time you 'should' need.
In your specific example, neuting can be helpfull versus active hardeners but the enemy will still have shields (that continually recharge over time) and (usually in a buffer tank) additional armor to chew through regardless of whether it's got good resistances or not.

Actually, you can. DC requires one unit of cap every 30 seconds. If you land a neut right before his cycle, his DC will shut down. Sometimes people do not notice, and therefore die. _______________________ The best thing in EvE is Barrage M. |

Actually most people have it wrong in a way. If you are tanking small scale fight then DPS minimum requirements have to be met to break an active tank (if cap stable or if it has many cap charges etc).
If you are fighting a passive armor tank (and to correct someone above all tanks without a repairer / shield booster are passive and this includes shield buffer with regen and armor buffer without) as per OP you do not need serious DPS you can do it with very little DPS merely by:
(1) ensuring you recieve less DPS (after respective hp ratio adjustement) than you do [transversal, signature, jammers, tracking disruptors, etc etc) and keep plinking away, or (2) have a sustained active shield / armor / structure (:P) or passive shield tank that he can not break. For example if you can tank 600 DPS sustained and he does 550 DPS and you do 100 DPS and he has 75k ehp (sounds right for a Hurricane?) you win... eventually.

Passive armor tank? I think you mean buffer, armor does not passivly recharge. To beat a buffer armor tank all you need to do is, as other mentioned, is have time (assuming its a straight up 1v1 and you can keep him jammed long enough).
To beat a passive (shield) tank, i.e. a tank that depends on its passive shield recharge rate, you need to do more DPS than its peak recharge rate (around 25-30% of its total capacity). |

Ok.. I will amend my statement; DC can not be nueted out unless your target is just not paying attention.
