The web nerf allowed many small ships to become viable on the battlefield. On the other hand it's been cited repeatedly as ONE of the reasons for the demise of Blasters. The first part of my proposal creates three types of webifiers and introduces signature resolution into the equation.
Light Webifier: Range of 10km and strength of 60%. Signature resolution of 40m. Fitting of 1 PG and 30 CPU. Traditional webifier that everyone is familiar with. No explanation really necessary.
Medium Webifier: Range of 10km and strength of 75%. Signature resolution of 80m. Fitting of 2 PG and 45 CPU. Anything using a MWD will be gripped at 75% web strength. A frigate with it's MWD off or using an AB will be webbed at a strength of 45% or less however. It gives blasters a bit of their potentional bite back. Please note - this is not a stand alone solution. It's part of the solution. Frigates that pulse into range are dangerous. And AB frigates are truly scary.
Heavy Webifier: Range of 10km and web strength of 90%. Target resolution of 250m. Fitting of 3PG and 60 CPU. Again, most MWD targets will be gripped to full effect. Some of the smaller frigates and interceptors will not. The cruisers will be to battleships what frigates were to cruisers. The frigates to battleships will be terrifying though. 15% web strength on a frigate with it's MWD off or using an AB.
The second part of my proposal assigns the same target resolution of 40m, 80m, and 250m to small, medium, and heavy nuets/vampires. Same math applies.
All told, this allows small ships to continue to be effective. In some cases they can exceed current abilities. It adds more tactical threats and decisions. Discuss.

Math correction:
Medium webifier strength on a non MWD frigate will be about 37.5%. Heavy webifier strength on a non MWD cruiser will be about 45%.

I would have thought your solution would apply moreso to ships using afterburners rather than mwd's, as warp scramblers already turn them off. Facilitating webs in increasing effectiveness against mwd's would make warp scramblers obsolete, as their effective game mechanic would not outweigh the ranged advantage of their warp disruptor counterpart at 24 km

Scramblers would still be used. No everyone would migrate to 75% and 90% webs. The web strength is nice but you're extremely susceptible to smaller ships. The stronger webs give blaster pilots a choice against same size ships though.
The goal is to maintain the versatility of frigates gained through the web nerf while giving some more tactical options. Adding signature resolution to neuts is also a small craft buff. More options. More choices. More threats. I see the warp scrambler playing an active part in that.
As a side note though - target painters just got a lot more sexy...

It does seem like something to be thought about: Making webbers more effective against their own size, and less effective against smaller sizes.
So BS webs would slow other BSses massively, while keeping frigates relatively unscaved. Cruiser webs would work against other cruisers and BSses, while slowing down frigates noticably, but not game breaking. Frigate webs could work well against all, but not as well as the BS variant against BSses etc.
What would you do with the Hyena EAF and the Rapier Recon? Would they get extra bonusses in your proposal? ---

The Hyena needs more help then I can give it in this thread and stay on topic. The Rapier though gets an obvious buff. Multiple webs reaching out 40km with a 75% strength give it back it's 'fear factor.'
Players currently ignore target painters for their Rapiers. They make the target easier to hit, but so do webs. Minmatar ewar competes against itself. Many would rather fit another web then a target painter. But the above web changes would make target painters actually compliment the webs. An afterburning frigate would be slowed 37.5% by a medium web. If it gets painted though, it's signature would increase from 40m to 60m. It would now get slowed by around 56%. The Rapier would get all of the benefits of the medium webifier while maintaing most of the capabilities of a light webifier.

+1 from me then, it does seem like a good idea, though we should run the numbers through SiSi and see if they actually work as intended. ---

How do you account for webs getting range from heat, your scheme would essentially make MWD frigs = suicide .. bad enough that scrams kills the prop when inside 'normal' (for frigs) engagement range.
As for neuts/nos suggestion: Heavy neut would require 3 cycles (>1minute!) to cap out a Rifter and almost 7 cycles (just shy of 3 minutes) to cap out a Slicer if they happen to run AB. As much as I love AB Slicers, the thought of BS and Cruisers being largely defenceless against it detracts from its appeal.
- Double NOS transfer amount, all other mechanics remain the same. Solves the neut problem much more effectively/elegantly without breaking nearly as much.
The suggestion as a whole is as if designed specifically with dual-prop minnie boats in mind

Any PvP fit cruiser or BS worth it's salt will scram, nuet, web, and 'drone' a frigate as soon as it enters range. Life for a MWD frigate is already perilously close to suicide as it is. My suggestions would have it pulse into range, turn off the MWD, and at least survive until backup comes.
There is also personal choice for tactics. If I'm a BS in a large group I'll go with heavy webs and nuets. If I'm part of a smaller gang, the light webifier and a scrambler might make a better choice. Maybe I'll fit medium nuets rather then heavy.
Also, how good is everyone's timing? Maybe you killed your frigate's MWD right before you got to 10km away from that Megathron. Then again, maybe you misjudged the distance and got their right at the beginning of your MWD cycle.... Ouch.
