I am taking a breather from null sec/wh's for a few months, and ramming in as many skills as I can with +5's before heading back into the places where mean people shoot at you.
I am working on missile skills, getting all specialization skills on all small and medium missiles.
I can see a case for Torp V, but can't really envision a good case for Cruise Missile V.
Can someone give me an example where it is more use than say, HAC V, or any other 2-3 week skill?

A: A cruise raven doesn't benefit at all from HAC V...
You're being extremely vague, there's hundreds of skills and most are good in their own way... what do YOU want to do?

Do you shoot cruise missiles often?
If yes train.
If no train something else.

Let me rephrase. Under what conditions do people use T2 cruise missiles. I seldom see them used in PvP, if ever? Against Sleepers in wh's T2 Torps usually are a better choice.
In L4 missions, I would not use faction ammo, but could see using faction cruise launchers.
I am trying to envision a situation where cruise missile V is valuable, besides the obvious 5% improvement in DPS.

Cruise Ravens for missions, or use them for added DPS from a long range Scorpion.

If your going back to WH life, then not worth it. As mentioned, Scorpion is about the only ship, but as DPS isnÆt the primary reason for it being used, a waste of a month
For missions, if your getting a CNR over a Golem, Golem being the better choice if youÆve skilled for torps, then yes as can use Fury and add the specialisation for more DPS with the improved ROF

If you use cruise missiles, train it to level 5.
Even if you don't use tech 2 ammo, you still get the +5% damage bonus and will be able to equip tech 2 launchers. They are handy as they cost nothing and still give good performance. This is 280m less than navy launchers and might be just enough to avoid a ganker.
But like others said, if you plan on using torpedoes or other weapon systems, there's no need for training it.

Don't forget cruise missile spec also gives you +2% rate of fire per level with those T2 launchers.

Extra DPS is extra DPS. Fury missiles are a good option in L4s, as are Precision (albeit much more rarely).
Basically, if you do/plan to run L4s in a Raven or CNR, CM 5 is a major step up. If not, it's a fairly optional skill.

Cruise Raven Navy Issue > Torp Golem. Mostly.
The RNI has a RoF bonus, so at BS 5 it has the equivalent of 7/(1-5*0.05) = 9.3 launchers.
A torp Golem excels at missions against Angels, and sucks vs. Guristas. It is ideal if you like to salvage, but not as advantages if you don't salvage or salvage with a second account. Managing target painters, typically 3 or 4, is also a PITA.
Cruise 5 or Torpedoes 5 are pre-preqs for the citadel variants, should you expect to find yourself in a Phoenix or Naglfar. Citadel Cruise are great for hitting moving carriers and supercaps when you are sieged for 10 minutes.
I can justify them both to myself, but I'd probably train torps first (Manticore and Typhoon) as I don't use cruise as much as I do missions in a Tengu.

in 0.0 do you rat in a raven? if so any dps boost is a good dps boost
in 0.0 do you fly scorpions in fleet? while not there for dps (you jam), seeing t2 cruise on the jam scorpions makes life easier. If only when the scorp is a loss mail and you avoid the whole why the fail fit with named launchers. Makes life easier for when your scorpions run with best named ecm and some t2 or death zealot rides your fit. Same stats except for activation energy, named is actually lower. I gave em t2 cruise as a caveat lol.
and are you going dread in 0.0? Minny or caldari, need this for the big boy launchers.
