I'm basically as green as it gets for EVE - been playing about 3-4 weeks but now have the ability with the "ministry of the internal order" (AMARR) to do level 4 missions.
I'm currently flying a passive Drake and I'm not really very interested in flying a battleship at this point in time. Preferably I would be flying a Tengu or Nighthawk for level 4's but that's a whole lot of Isk and even more time from where I'm at now.
I'd like a bit of guidance regarding where to go from where I am at now to be able to comfortably able to do most level 4 missions. (if that's possible)
Any help would be appreciated.

Drake is more than capable of running Level 4's, however, it needs T2 fittings to do them well. You might be able to get away with it, with some deadspace modules - but those are going to cost you dearly. And if you are that new you probably cant afford them.
You would be best using it in L3's until your support skills are solid.

This Drake fit is a good target to aim for. I run 4s in one setup similar to this and don't have any issues other than it being slow. The Raven he links at the bottom of his description is a much better solution for 4s as it will be faster at clearing them and thus make you more isk as a result. A Raven isn't very far off from a Drake, all you really need is cruise and/or torpedo skills in addition to what you trained for the Drake.

On my Trader toon which has 0 combat skills.
Tanks 370 dps against Sansha. Puts out 79 DPS( seriously?)
If your attempting to do these solo....dont your going to lose your ships. It took me ~3 months of training to be able to do level 4s solo without struggling, though i was also using cruises in a raven. So 2 1/2 for a drake.
But 370 dps tank is not really enough. And 79 DPS will take you forever to kill BSes, IF you can kill them at all. So if your doing this solo dont.
But otherwise:
* Rat spec hardeners in mids, 2 for primary dam type 1 for secondary * Use your lows to modify how much tank you need. All shield relays-all tank. 3 BCUs(ballistic control units) and a relay- gank.You only want as much tank as is necessary.In your case that is probably all of it. *Watch your cap. Purgers and SPRs(Shield Power Relays) kill cap recharge. More you have the slower you regen cap. * IF your shields fall below 33% warp away * Might want to buy premium insurance cause your going to lose a few of these in the next couple months probably. *EDIT: If you can fit 2 large f-s9 extenders do so instead of the med.

I have used this setup in a few lvl 4s, swap the hardners for the rats your fighting, pop the the scrambling frigs first so you can run if you have to but it has a good tank. eft says tanks 1084dps vs serpentis. I usually swap out the 2 flux coils for bcus.

my roommate used this fit in lvl 4's while he saved for his tengu, the t2 shield modules are pretty easy to train for. if you can afford them use arbelest launchers until you can use the t2(if you cant already). hardeners are of course mission specific.

DPS is important, not the Tank on a Drake which is enormous. You need to wait a while until you can fly 4s in a drake, but it will work.

Needs imps, if you want to fit it like that. Otherwise use meta 4 hardeners, or passive hardeners 50/50.
A badly skilled raven is even worse than a badly skilled drake, and aktive tanking is not the same as passive.
