Most people move into a WH to carebear it up. This is your biggest advantage in any combat situation, they want to flee and avoid the fight, you want to kill them. You can take the initiative more times than not.

With little exception, there is no ISK to be made in ransoming. Instead, look for targets that will drop you money. The easiest, of course, the Noctis. 50-200mil drops are not uncommon.
The rest of your post, is basically a description of how you want a ship that is a stealth bomber, but you don't want a stealth bomber. There's little better in the way of a ship that can do hit and run attacks on soft targets.
Watch a hauler at the POS .. check which planet it warps to .. warp to the customs office at 20km, bomb, point, torp, laugh.
Could I convince you otherwise?
If you don't want a stealth bomber, the next best thing is two accounts: - One in a covops. Battle cheetah, battle helios work well. - One in anything ganky (Hurricane)
Sneak up on the ship, point, warp BC and murder. This will give you most ships running an anom as a target, and your risk is not great.
Doing the same solo, you really need a cloaky T3. They're expensive, and you'll not match the DPS of a gank cane so you'll be unlikely to break the Drake at all. If the Drake is bait, you just lost your Loki.
As for finding a target without probes ... the real question, is can you find it WITH probes WITHOUT the target seeing them? Take a look here.
Now if you have that stealth bomber, one thing you can do with your grav sites is to simply drop CORE probes and scan them down, then switch to silent running. The carebears will then resume (no.. I didn't think they would either, but they do..) mining a short time after the probes have gone. DSCAN to find which one they are at, warp in at range. Bookmark the nearest rock, warp out. Warp to the rock at 30km, align to bomb. Bomb.
You can also just slap some guns on a Covops. You'd be surprised what you can kill in them. Haulers / other covops not rigged for glorious battle / T1 scan ships / pods / Noctis / salvage dessie / ... Basically anything unarmed with a lowish EHP. EDIT: Pretty much all mining ships. Yes even Hulks ---------------
