Can Someone Please Write how this new system will have affection for mission running?
" Having this flag will prevent a ship from being removed from space if the pilot logs off. This flag functions in all areas of space"
If i have DC becoaouse of broadband problems my ships stay there for death when i cant log in

It means that if you disconnect, you will stay in space for 15 minutes rather than 60 seconds, that is all. Whatever could happen to you in that period before can now keep happening for a longer period of time. GÇ£If you're not willing to fight for what you have in GëívGëí you don't deserve it, and you will lose it.GÇ¥

now during mission when im loging off my ship make warp out and its safe so i like to know that will change now? |

I can answer that for you.
Under the new rules, if you warp out of a mission or disconnect in some fashion, your ship will remain in space for 15 minutes. The important thing to remember is that if you DC or log off, your ship will still emergency warp off unless it is warp scrambled, but then that is the same as it is now.
Your only worry will be if someone manages to scan you down and destroy your ship within that 15 minute timeframe. Hopefully that clears it up a bit for you

If you attack an NPC or an NPC attacks you, you get an NPC flag that lasts for 15 minutes (starting the countdown once no more offensive action between you and NPC(s) is occurring)
The NPC flag won't prevent you from docking or warping or changing systems or anything like that. Those happen through the Weapons and Criminal flags, neither of which should be given to you from just attacking NPCs. (You get them from attacking another player)
If you log off in space while you have the NPC flag, your ship won't disappear for 15 minutes. If I understand correctly it should still emergency warp if it's able to (scramming NPC frigs will probably prevent this though) but it'll sit in the spot where it warped to for the next 15 minutes and a player can scan it down and blow it up.
The timer can't be extended, so when you log off the timer will countdown those 15 minutes and then your ship will disappear (if it hasn't been blown up in that time.) Neither NPC nor player attacks will extend this timer past that 15 minutes.
Keep in mind, this is all just my personal understanding from reading the dev blog. |

So really, looking only at the new flags, the only change is that your ship stays in space longer. There might be some other effects due to other changes (the new AI, for instance as mentioned above), but that has nothing to do with the NPC flag. Actually, they can if:
They got you scrammed and one of the following is true: They are overwhelming your tank, or, You do not have a cap stable tank and are pulsing it, and it happened to be off at the moment of DC, or, You do not have a cap stable tank and get a cap crash.
