Hi,
I have been thinking about the whole local problematic for a while, and think I might have come up with an interesting solution. I have admittedly not looked through all of this forum, so my apologies if something similar has been suggested already.
The problem when you discuss whether or not local should be removed is, that you have always two very static opinions on the subject. Most PVPers would like to see it gone for good sooner rather then later, while most more industry and PVE oriented players are for obvious reasons opposed to this. If we want to see meaningfull changes to local in the near future that make the PVPers happy in their pants, then we need to give PVEers an incentive to want this equally bad. Aboth all, I dont think that there is a static solution that CCP could implement that would make a large majority of all players out there with all there different play stiles equally happy. Thus I think they need to implement a dynamic solution that leaves the choice with the players. Ok enough of the pretext....here is what I have come up with:
Whenever an Alliance controls the majority of sov in a constellation they should be once again be able to choose one of the systems in this constellation as the Capitol of this constellation. Note: This is an option not a must ! Choosing to appoint a Capitol should have some huge advantages specifically for PVE oriented players. This could include (but is not limited too):
- Ability to anchore sentries on gates in the Capitol.
- Ability to anchore and online one additional Jump Bridge in the Capitol
- Ability to attract NPC Pirate agents to the station in the Capitol
- Sov invulnerability in the Capitol as long as majority of constellation is held
- Ability to anchore and online a powerfull scanner on POS in the Capitol to locate cloaked hostiles
- Ability to build a second station or to upgrade the existing station, so that more offcies/production slots are available
- Ability to further upgrade station refineries
- Ability to somehow influence the truesec of the Capitol system and possibly the whole constellation temporaly
I am sure there are some other and more creative advantages that people could come up with, but I think you get the picture. It is a huge advantage for my Alliance to appoint a Capitol system. Now everything is about choices. So there has to be some disadvantage of having a Constellation Capitol around. And this is where I want to tie in local. In order to gain all this massive benefits the Allinace in question has to temper with the liquid routers responsible for communications [insert cool technobabel here]. The result is, that all the constellations main communication channels are routed through the Capitol system and can hence be interupted there. For this purpose a new deployable object similar to mobile warp disruptors should be created. Call it a "Mobile Communications Disruptor" (or find a cooler name :P ). Properties of this proposed object would be as follows:
- Needs to be anchored and onlined on a gate, the Ihub or the station in the constellation Capitol
- Puts local in the whole constellation in delayed mode as soon as onlined
- Effect lasts till 24h after destruction of the device (virus from comm system needs to be purged blabla)
- Object is in the size range of 200 to 300 m-¦ and hence can be transported by a roaming ship (this is obviously a matter to discuss)
- Onlining and achore time of the object are each in the range of 10min to 15min (to be discussed)
- Object has hitpoints in the general area of a large T2 bubble
- Object does not show up on directional scan (to be discussed)
- only one such object may be anchored at the same time
The general idea is, that one evening I can decide to FC a roaming gang. So we pick one of our nearest archenemies and fly over there, knowing that they recently appointed a constellation capitol. We take one of these cool new and shiny com disruptors with us in a bomber or a vaga...whatever. We set up shop on one of the gates and start anchoring the disruptor. Now it is a good chance that we are not totaly out of the primetime of our opponents (otherwise there might not be much to shoot there), so while we are waiting for the device to anchore, our opponents should be able to react to this and kill it quickly before it goes online (hence the relatively long timers). Once the thing is online, we retreat for a while, since we are reported in all intel channels. Now we have a window of opportunity of at least 24h to strike our hostiles without them being able to track us easily.
If such a mechanic would be implemented it is ultimately the choice of the PVEers if they make themself vulnerable (hence the advantages of a Capitol need to be huge). Obviously the whole mechanic would need to be balanced pretty good in order to work, so there definately needs to be discussion happening about advatages in the Capitol systems and stats of the disruptor.
