How does a destroyer match up to a cruiser? With a few upgrades could I hope to go toe to toe with one or would I even pose a threat?
Likewise, how would a cruiser match up to a battleship?
And does anyone but newbies use frigates?

Frigates and battleships are by far the most widly used in pvp. mostly interceptors or "Ceptors" not frigates though. destroyers, with much skill, could kill theoreticaly kill a ceptor (talking tech 2 items) and perhaps the rare crap-tacular cruser pilot, but generaly, class up has the advantage unless you have numbers. good luck! --- 'Sweeden Steel Bite hard'

In PvE destroyers can kill most npc cruisers if the pilot knows what he does. In PvP it s all a matter of getting below the other guys tracking and scrambling him if you re the smaller ship. PvP is going to change a lot next patch, so I`m not going to say more about it atm.

1v1 you have almost no chance against a larger opponent unless he has no skill at PvP. This assumes stock, T1 ships. Using a T2, you have a better chance if it's against a larger, but T1 ship. Many people have done it with T2, but it all comes down to your skill against your adversary's.
Lots of people use frigs. They're very fun and useful.

So interceptors are superior to destoryers... Hmmm... How the heck can something called a "DESTROYER" not have any balls? Oh well I'm going to get one anyway.

a destroyer is aweseom for npc'ing unfortunatly non of them have the grid to fit enough of their races strongest guns and engough modules for EW/scrambling. therefor either go with a frig for PvP or a cruiser.

Destroyer to kill Ceptor.... well based on a cormorant (4meds) I came up with the following setup:
7 125's and a launcher of choice. T1 will do fine here. 2 Multispecs, webber and scrambler. PDU in the low... or ECM backup... or... you get the idea.
The multis will jam all ceptors, even with a +2 backup ecm thingy unless its the raptor.. but they are rarely used with a ecm backup. ;)
The corm has 450 cap, so you can get away with the multis, BUT use them only when needed (if you're dying faster than the ceptor) because the ceptor will probably just fly off if jammed.
A MWD ceptor is still much faster than you webbed, but you should be able to kill it before he is completely out of range... well fingers crossed. :)
You could swap the scrambler for a MWD.. then you can keep up with a webbed ceptor.. but you'll have less cap to hit the Multis.
With the tracking bonus, lvl 5 gives 37.5% (!) you will hit fine with the rails.

Frigate gank squads are becoming more and more common. I've even run into a full-on wolf pack before now.
Do not underestimate the power of frigates. Yes they die easily, but u gotta hit the bastards first!!! If an interceptor gets under a BS's guns and the BS has no drones, he's in trouble. I've even seen a crow wipe out half a dominix's drone fleet. Frigates are deadly, especially in numbers.
Cruisers need some love. Atm they are too slow to warrant their relative lack of firepower compared to bs. There is a thread somewhere relating to the mass/agility difference between cruisers & frigs and cruisers & battleships.
In most circumstances i would say a cruiser would pwn a destroyer simply due to sheer damage output, but in PvP it's all swings and roundabouts. A taranis could murder an apoc if the situation was right (i've seen that happen too! alright, the apoc was mining).
