If anything (assuming the "worst") scrambling and other EW methods will become more realistic. Since fights are so quick in EVE anyways, you only need stop a person for about 2-10 seconds to kill him anyways. Why do you feel you need to be able to have a 100% chance of stopping a person for an infinate amount of time?
Instead of decided something is getting "nerfed" and whining about it, why not try looking at it from an objective point and veiw, weighing the differences with an open mind and not thinking of only YOUR personal playstyle. Holy crap people, quit giving in the the hype created by the immature whiners of EVE and just wait and SEE what the new changes are like.

Though i personally dont care about any of this, most people are basing their whines on what the find on the test centre which is what is being added on wednesday..

I agree with your point that flyby tackling is fubar with the 5 sec timer.
I don't yet know if that's a good thing or a bad thing. I have flown a lot in a frig tackler, and the flyby was very useful against targets with a lot of drones.
I'll adapt to the new 'rules' once they hit the server. I tried to experiment on test but the version of my account they last copied there only had 1M isk so I gave up on the idea *chuckles*

The different warp scramble for different race ships was scrapped, for the moment.
The 5 sec timer however made it in (why?).

Flyby tackling is the only way to tackle while the missile interception is bugged and while missile's remain imbalanced against smaller targets.
An orbiting Inty is a dead Inty.

Maybe it would be good for piracy to be able to hold someone in place instead of just being forced to gank them. Oh, nevermind, I don't need the pesky ransom money anymore since there's lvl 4 agents.

Keep in mind that it goes both ways. With a 30s cycle the tackler needs to get lucky to get the pod. But with a 5sec cycle, kiss your implants goodbye or pay the toll. :)

Right... just stall them a bit and you'll be able to warp away, no point in even trying to ransom a pod after the changes.

I personally like the 5s timer, since it'll really help for locking down pods, and being able to more easily afford the cap for the 20k scrambler (cap reduction instead of duration 4tw) is an even trade for flybys in my book.
Just so long as the idiotic chance-based scrambling never makes it in. That's just stupid.

You first have to be able to tackle and kill the ship before you can think about tackling the pod...
