The lengths some players will go to , to prey on the new players is really unbelievable

I doubt it's been changed recently but I remember a while back CCP saying something about bringing the ban hammer down on those who, as you so quaintly stated, "cull the weak and the new and the stupid" while in the noob starter systems.

Just report people who sit in their big ships with suspect flags or very low isk kill rights outside the rookie stations. You know what they are up to. Yet lucky I doubt any rookie could figure out how to activate a kill right unless told (though I bet they are not told about LEs). So there is a text trail. It's not like its some crazy new rule or anything about not grieving new players. |

CCP have already warned people NOT to place bounties on new players. Much like can baiting in newbie systems, just don't do it.
I'm sure if it continues, they simply place a block on new players of up to 30 or 60 days old.
CCP Zulu..... Forcing players to dock at the captain's quarters is a form of what we actually wanted to get through, which is making Incarna a seamless part of the EVE Online experience. |

Please don't create unnecessary duplicates.
As someone has pointed out, CCP are taking a very serious stance on bounties that involve rookies; don't do it.
