For new character development what are good skills to get first. I'd prefer emphasizing combat over mining specialization. Any help? -------

You will certainly want to pick starting skills carefully since some aren't available after character creation (yet). After you start, the Learning skills should be your first priority. If you follow this order:
1) Learning to level 1 2) Instant Recall to level 4 3) Analytical Mind to level 4 4) Learning to level 4 5) All other stat boosting skills except Empathy to level 4
you will get the Learning skils trained in the fastest amount of time. The stat boosters can give a HUGE bonus to training time (especially with lower stats) and training the stats the Learning skills use first will speed up total training time. There's not really much need to train Empathy unless you actually plan to USE a Charisma based skill though... :)
Remember, the sooner you train the Learning skill group the more total time you save. But going to level 5 in ANY skill seems like a waste of time unless it's required for another skill. The gain just isn't worth the time it takes.

If you want to do something usefull during the 5-10 day while you are getting your learning skills to lvl4 I must suggest to spend a day learning skills till you can pilot an indy first - you can make better money (or help your corp mates) that way than mining in a frigate.

Personally I train my first few skills that I will need as a starter to level 3, which helps a lot in making the money to buy all those learning skills...and since level 3 rank 1 skills take very little time, (around 7 hours?) its not like you will be wasting very much potential saving from the learning skills. But you definately want to get those learning skills trained up before you start tackling a bunch of high rank skills, or level 5's.

I have a perfect example of what NOT to do. :)
I wanted to make a trade character. At character creation I dumped in as much charisma attribute as possible.
All the skills I took were trade skills.
As you might know, these skills or charisma attribute are totally useless. IF they start to work properly, they only affect to the npc market (?). Once the market in EVE starts to work as it should, the supply and demand are made by other players, not npc's. I suppose that charisma attribute or trade skills arent going to help you much in that?
Luckily I desided to delete and remake my character before I had trained his skills much.
I'd suggest on ivesting to memory, intelligence and perception attributes. Mechanic, electorinics and navigation skills are nice to start out with. As others here have stated, it's good to get the learning skills up before you start training other skills to lvl's 4-5.

Someone counted all skills with their primary and secondary attribute to see which attributes are the most important in the game (if you actually want to train ALL skills, that is)
1st was perception (actually there are not *as* many skills which have perception as pirmary or secondary, but most of those have a rank bigger than 1, resulting in more training time in those skills), 2nd intelligence, 3rd willpower, 4th Memory and 5th (last AND least) charisma.

If you want to be a combat guy, I suggest you go for a high willpower. Like someone else said, ignore charisma. All the others (int, mem, perc) will have their uses, though I think int is generally the best pound for pound.

there are 42 skills with intelligence as primary and memory as secondary (learning, mechanics, electronics and engineering) and 31 with perception as primay and willpower as secondary (gunnery, ship command and missiles) The rest are just small groups (6-8)
NB some of these numbers may be inaccurate - i am using the skill lists from eve-i.com, which are quite old.

Most of the skills with perception as primary and secondary have ranks > 1, though, making perception overall more important than int.

If you only go for one races ship skills it gets skewed towards mem and int. I have the breakdowns at home somewhere for 1 race %ages, 2 race %ages etc. I'll post them this evening when i get back from work for any who are interested.

This is taken non-verbose from recent CSM/devchat which was held 7-31: Arathmon stated that attributes seem to have no effect on skills, pointing out that he has 10 Charisma and it's basically useless. TomB responded that Leadership skills are connected to Charisma, "that haven't had any love so far."
Arathmon asked how drastically implants/boosters will change stats, if it would be possible to move 7 to 8 points from one attribute to another. Pong replied that a number that high would not be possible, but maybe 5 or less. TomB added that the skill system currently in the game is but a small portion of what's to come. Charisma and Willpower will become much more important with future changes.
Anybody catch that last line? Hmmm....
