I did some testing tonight with the help of NightmareX and Xaeon. I had a basilisk set up with nothing but 1 annointed EM hardener. I didn't equip anything else because it wouldn't have affected my ability to survive much.
Against NightmareX in a raven using inferno torps, the basilisk survived 11 salvos before it's shields were gone.
Against Xaeon, it survived 4 or 5 (honestly I forget which) volleys of mixed damage cruise missiles from a gankaraven with lvl 4 in all skills but warhead upgrades, I believe it was.
Also against Xaeon, with him in a harpy. I died a gristly death. It was great.
I was able to scratch his shield before dying. Literally. There was just a little line of red that I could make out.
I haven't tried it against any cruisers. The only cruiser I'd really be worried about would be a long range ship, though, as if any cruiser got too close I'd be warping out anyway.
I tested this ship and config against an apoc a few weeks ago and it faired about the same as it did against the torp raven. I posted that then and I can't find the thread.
Anyway, it's survivability is still limited, but it's increased enough that it can be used in PvP. With the new 80 and 100km warp in options, it's range is a viable advantage. It's vulnerable to tech 2 frigates at short range, but can hold it's own against tech 1s, so long as the pilots have similar skills. I feel safe in assuming that bombers will fry it. Long range HACs will fry it.
If they work in pairs, and stay a ways apart from each other, there's a good chance they could boost each other and survive that way.
I'm hoping that named and tech 2 large shield transfers (and I guess all the other stuff for the other logistics cruisers) gets in with the next patch also. The large tech 1s are ok, but the range is 64km or so, the 80km+ range on the tech 2s would help, as well as the extra boost they give.
Anyway, I think you might be seeing a few of these around now. I'm sure they still won't be very popular, but they are usable now, and won't instantly die, except maybe to a bad situation. Otherwise, they'll last long enough to make the difference they were designed to make. ---
