Hi there,
At the moment, players with security status lower or equal to -5.0 and the players with status lower or equal to -2.0 share the same "event message" when they enter in certain high sec systems, but they don't share the same "punishment". I'm quite aware that players with security status of -3.0 will get shot by the Navy if they come inside 1.0, 0.9 or 0.8 system - that's all fine and dandy; the behavior is listed below:
Quote: Players with -2.0 or worse will be attacked in 1.0 systems Players with -2.5 or worse will be attacked in 0.9 systems Players with -3.0 or worse will be attacked in 0.8 systems Players with -3.5 or worse will be attacked in 0.7 systems Players with -4.0 or worse will be attacked in 0.6 systems Players with -4.5 or worse will be attacked in 0.5 systems
Once your security status reaches -5 you are considered an outlaw and can be attacked by players anywhere without CONCORD intervention.
The confusing part is the message which is activated by the -2.0 security status character when entering 1.0 system: All criminals in the [state/empire/...] will be shot on sight! Venturing into our space will be your last mistake, [user]! And why is that confusing? - It's the same message which is shared with the guys who have security status lower or equal to -5.0 who enter any high sec system yet they don't trigger "suspect" flag.
The "problem" can be fixed on, for me, two ways:
- Create a new message which will handle the users who have security status above -5.0. In other words, don't call them "criminals". (something like: "Your past actions have been proven to be dangerous on the capsuleers of this space and you will be shot down by the [state/empire] navy.")
- Users who have security status above -5.0 will be called criminals in high sec systems but they will trigger "suspect" flag. Of course, this means that other players are able to shoot them down.

Though, I would prefer the second solution better (the suspect flag solution) because NPC navy is too soft for pirates. If an Orca pilot travels the high sec system with the security status lesser or equal to -2.0 without fear, I guess something is wrong : )? Or is that working as intended.
Retribution has given the users a great thing - "kill activation". So hopefully, EvE will go in the direction of freeing specific "police" jobs to it's users.

The first part about distinguishing between low-life outlaws and proper ones in the text has some merit, but giving them a suspect flag is a bad idea. It muddies up the CrimeWatch 2.0 system and starts introducing all the odd consistencies that it was meant to solve.
Those players haven't committed any crimes, so there is absolutely no reason to give them any of the crime flags. Yes, it's entirely working as intended that they can travel through highsec unmolested, and it should remain that way.
Above all, there is absolutely zero need for these kinds of safety measures in the already ridiculously safe highsec GÇö criminals really need more encouragement to move about, not less. GÇ£If you're not willing to fight for what you have in GëívGëí you don't deserve it, and you will lose it.GÇ¥

Sure, but if somebody with an instalocking Hurricane or Muninn catches you on a gate, you're dead since you're shootable in hisec at that sec status.
And if you stick around in one spot for too long, you're toast.

CCP Zulu..... Forcing players to dock at the captain's quarters is a form of what we actually wanted to get through, which is making Incarna a seamless part of the EVE Online experience. |
