Having missile rigs will let you apply more damage to small targets (a lot of frigs on lvl4 missions) and fast moving. Especially it will save your ass...ets when there will fly couple scraming or webbing frigates. Speed is your tank ...

Use Caldari Navy Scourge if you need to hit something 75-90 km away, for closer ranges use tech 2 Precision on frigates and tech 2 Fury on cruise and bigger. Especially with tech 2 you will benefit from missile rigs.
Anyway, I flied without missile rigs for a while ... DPS was pathetic.
