I've just read a thread over on eve-i that mentions that pirates are abusing the bounty system by shooting their mates and claiming the bounty.
Not sure how much of a problem this is, but there is an easy way around it.
Make all bounty hunters apply for a licence. If they have a negative sec rating, they can't get the licence, and they cannot claim a bounty.
Also, if they get a licence and subsequently they get a neg sec rating, the licence can be revoked.
Law enforcement officials should meet some basic standards after all :)

I saw this thread when it was posted over on http://www.eve-i.com, and I have to say I think its a brilliant idea.
I'd apply for a License and I know a lot of other people that would as well :)

solution too simple...pirates just have to make a rookie char to kill them...
but...
bounty exploiting relies on good clones, thus increasing the price on clones for wanted criminals (by making it illegal to sell them clones) solves the problem promptly...

Rookie characters killing their mates are an EASY thing to solve. Make it so that you have to have at least a sec rating of .5 or something (maybe not actually .5, but something way higher than a rookie can easily get).

Bounties should only be payable if the player is killed whilst in the same ship they were when the player placed the bounty or higher
EG I meet you and your flying a merlin. You kick my ass. i go place a bounty.
I know for a fact you have a merlin so a bounty can be placed and claimable only if killed in a merlin or higher/equivalent vessel.
Just to avoid the go out in a newb ship to die and give bounty to someone else.
