Proposal - Bounty Hunter Corporations
We all know the bounty system is broken. ie once a person's bounty gets high enough they just get a friend or alt to pod them and collect the bounty.
What about if we did away with the current system and instead had Bounty Hunter corporations (1 for each faction) that were part of concord that players could join.
The isk total of a bounty is no longer given to players who kill the wanted player.
Instead Members of the bounty hunter corporation receive a salary based on the number of bounties they collect each week. (aprox 4 mil per kill) No bounties collected that week = no salary.
Rank System
Each bounty you collect gives you a point. medium bounties eg 25 mil and above give 2 points. Large bounty's over 50 mil might give you 5 points. Extremely large bounties eg over 100 million would give you 12 points.
The points would provide for a rank system which would display on your avatar portrait a small badge featuring a gun or perhaps a colored concord star badge.
10 to 200 points - Junior hunter. (green gun badge) 100 to 1000 points - Bronze hunter (bronze gun badge) 1000 to 3000 points - Silver Hunter (silver gun badge and ur avatar can hold a silver blaster. 3000+ points - Master Hunter. (gold gun badge and your avatar gets to hold a double barrel gold laser shotgun and wear a cowboy hat !)
And if we ever get ship paint jobs then ur rank/badge could be displayed on the hull also.
Point system rewards and names can be replaced with something more eve appropriate if needed. Point amounts for ranks may need to be tweaked based on how fast/slow people move through the rankings.
Additional Perks.
Bounty hunters get access to a dedicated locator agent with discounted rates based on rank.
Bounty hunters receive a portion of their ship & fittings value back if they get killed by the target or their corp. (this is because the isk rewards are not that great)
Bounty hunters receive an allowance of free faction ammo (they can choose exact ammo) based on their number of kills last week.
New conditions
Bounties would be raised to a 6 mil per bounty minimum and a account would only be able to place one bounty a week. (to discourage exploiting the rank system).
For an additional fortnightly cost of 10 million a permit can be issued which would enable the hunted player to be podded by bounty hunter corp members in high sec without concord interference. This permit can only be issued once a month per hunted person with a max of 3 a year on that person. (to prevent griefing)
Bounty hunters can not place bounties.
The person/s who placed the bounty receives a mail when the bounty is collected indicating the bounty hunter who performed the kill.
Bounty Hunters Corps are similar to npc corps and can not be war deced.
You can not join a bounty hunter corp if you have a bounty on your head or -2 or below sec status.
The idea behind this is to remove make bounty hunting less isk centric and more about fun pvp gameplay and rank rewards/perks.
Hopefully a system like this would also give carebears and other pvp adverse people a means to get back at pirates/gankers etc.

Eh...
I've seen better much bounty system proposals, but I've also seen worse... I give this one three out of five stars; needs more effort.
Of course, I don't think I've actually seen any bounty proposals that are actually worse then the current system, so... |

I am glad to see a Bounty Hunter fix proposal. I initially joined Eve because I was attracted by the Universe's bounty hunting potential, but the current system is utter crap.
I would not support the idea of BH corp, as bounty hunting can be done within the existing rule frame of corps. Outside of that particular aspect I have commented on your proposition and added a few things (in bold below). The ranking system can be applied to individuals, except it would be simply a BH kill = 1 point (regardless of the bounty.. read below to see why)
It all starts with the assumption that Bounty Hunter would be able to buy a Permit to hunt a specific criminal. Criminal being loosely defined as someone with a bounty on his head as per the current system. One of the key point is to break the friend kill BS loop, and make being a "criminal" a little bit more ... consequential.
- A player with at least one permit is considered a Bounty Hunter (BH). They can cancel permit anytime -no refund though-
- Bounty hunters get access to a dedicated locator agent with discounted rates based on rank.
- Bounty hunters receive their ship max insurance value if they get killed with the target being involved. (this is because the isk rewards are not that great). Removed the corp as it can lead to abuse here.
- Bounty hunters receive an allowance of free faction ammo (they can choose exact ammo) based on their number of kills last week.
- Permit issued (no additional cost, valid for all permits) would enable the hunted player to be podded by bounty hunter in high sec without concord interference, but with them being at war with the criminal's corp for 15 mn.
- Bounty hunters can not place bounties.
- Every person that placed a bounty on a criminal receives a mail when the criminal is killed indicating the bounty hunter who performed the kill.
- When someone places a bounty on someone else, instead of the current system, he or she pays a flat fee that creates a Warrant on that criminal. This money is just paid to the bounty office, and not recovered by anybody.
- Allow BH to buy a permit on a criminal, until as many BH have bought a permit for this criminal than the criminal currently has warrants. The permit fee would be increased according to the number of BH that already bought such a Permit (so the more BH on the same target the more expensive it gets for them).
- Every time a criminal (someone with at least one Warrant) docks in a station or passes a password protected field, he has to pay a small base sum (10 to 100 isk) multiplied by the number of current active warrants to land incognito there (greasing palms, hacking records to remain incognito). If he does not pay this, all the logged-in BH with permit on this guy immediately receive information about his current location.
- When a target is killed, all the BH with a permit on him that participated to the kill lose their permit right, and the number of warrants for this criminal is decreased that much.
- BH collect the killed target worth in insurance and clone value, split between all the BH that participated in that particular kill
