Confirmed. Still busted beyond level 1.
Please give this problem some priority; as you can see there are a large number of players noticing. Here is the formula: ([module power use] * (1.0 - 0.02 * [Adv.Wep.Upgrade Level])
As you can see it's pretty darn trivial.

I just ran into a huge problem with this skill not functioning properly. I'm getting ready to venture out into 0.0, around 20 jumps from any station, but I cant leave yet because the skill does not function properly, here's why: My setup needs 25,044.68 grid with the skill only affecting through level1. However, I have it trained through level3, and if the skill would apply my modules would all be able to fit. "why dont you just head out there with something offline until they fix it?" you may suggest, and the reason that wont work is that if all my modules are fitted and i try to undock:
"For a ship to be in a condition suitable for undocking requires that there are no modules fitted which require more power than the ship can provide, whether they are online or not.
The total power output of your ship is only 24375.0 but your modules require 25044.7 power units. Please unfit enough modules to rectify this situation."
I have no idea why CCP implemented this new "Feature", as I dont see the point to need grid for something that's not online if it's not going to use it. The rumor I heard was that there should have been a hotfix this last downtime, but I guess not.

they have fixed it on test server, and a dev said it will be applied in a hotfix, not sure when tho

Skill is still bust. I need this at level 3 to apply a setup to my Retribution. I currently have it at level 2, training towards level 3 so we are talking decimal places here to get this to fit but i can confirm mine also has bugged out at level 1 so the blinkin ship is stuck in limbo land and all for 0.5 powergrid

This is truly annoying...
To bring 250mm Light Artillery Cannon II online requires 8.8 power units, but only 8.6 of the 60.0 units that your power core produces are still available.
Skill at lvl 3 please fix.... Check us out

I had the 2% bonus when it was level 0, only 1% trained (10 points). Seems that as long as the skill is in your head you get 2% regardless if it's at 0,1,2,3,4 or 5. Luckily I only need it at level 1 for my new post-patch fitting, so it's not a problem for me, but they really should fix it soon as they can because so many others are clearly affected trying to fit new setups as a result of the patch.

Goes to show how much I am paying attention. I'm in the middle of training it to lvl 4 and I didn't even notice that gun pg fittings didn't decrease after lvl 1

He doesn't even realize wat it does. 10% decrease in your guns/launchers pg requirements is not the same as a the bonus you get from a pdu.

Come the hell on..... if this has been fixed since THURSDAY in the test server why is it NOT DONE in TQ ???
Damnit, this is a skill that effect ALOT of people. If CCP would have just left the PG needs of the launchers alone, it would not havve been such an issue. With all the other adjustmennts (not calling them nerfs) to missles, the PG increase was too much, and VERY unjustified.

Lucky you i'm still like .9 away from some of my setups so took the time to train ADV Weap to 3...Sure wish it would kick in...

Looked through this thread and couldnt see an eta on a fix. Has there been a post giving a date for a fix, this is a bit fukin annoying I have this pos trained to lvl 4.

ooo... i had some setups on a few of my ships where i would literally end up about .4 powergrid short... this will be amazing i didnt realize this skill was out.
