The ruling was pretty clear as to what constitutes harassment. Unless a bumping fleet is specifically following you, it will not be harassment. This means that if you flee the first system they arrive in, and just happen to be in the second they go to, it will not count as harassment. If you happen to be in a third system, and they haven't specifically scouted you, and aren't after you specifically, it still won't be harassment:

Your "tactics" are so easily thwarted by fitting a tank, orbiting, and fitting a prop mod. Either there are a LOT of really dumb people who haven't figured this out yet or these morons have an army of alts who like to talk about themselves. I'm thinking the latter. I find it quite laughable that you think all the support the New Order has is just an 'army of alts'. It's evident enough on a twice-daily-updated blog that James and his Knights have quite the audience.
I would find the New Order very, VERY entertaining if their roleplaying was set more in the universe of New Eden, and not the game of Eve Online, if you catch my drift. I absolutely love the Eve lore, and James' blog treats it as a game, and doesn't have an in-universe story behind his movement. Earlier today, the Dixon Mining Guild and the Butz Manufacturing Corporation formed a coalition.
It's hard to tell if there is a light at the end of the tunnel for the Dixon-Butz Alliance. |

He's the trick, though. It doesn't matter what you view them as. They're doing what they want to do and if you don't like it you're welcome to do what you can to interfere with them.
I view them as a cruel irony for all the miners that whined for the devs to correct their own mistakes over the years, the miners who couldn't be bothered to fit tanks, be aware of their surroundings or make themselves less appealing than their neighbors (and couldn't bear to lose a ship in a game about losing ships).
CCP finally stepped in and "did something" about all those individual gankers, canflippers and "sociopaths trying to make me play their way" with EHP buffs, orebays and Crimewatch. Now the miner harrassment has gone from a couple of bored or dedicated individuals to a large organization fixated on the activity 24/7.
TL;DR: The Bears created the Order. |

I think really what it comes down to is that just because you don't LIKE what they're doing doesn't mean they should necessarily be PROHIBITED from doing it. The game world of eve actively promotes the ability to commit crime, scam, betray, and otherwise be a nasty, despicable person -- so long as it's all done IN GAME between CHARACTERS, within the established rules of the eve universe. So no sending real-world emails, no threatening the players, no hacking the game and trying to say "it was just my character hacking CONCORD", or anything like that.
I for one want as much "emergent content" as possible, even if that includes content that is a pain in the behind to deal with in-game. I want eve to be as different as possible from single-player space pirate/trading games. If I want one of those I'll install one and play it -- gods know I've played them all.
The hope is that people creating content like this will inspire others to create their own in-game content to add to or counter it. If this doesn't happen, that indicates a problem. Not a problem with the "bumpers" themselves, but maybe a problem with the structure of the game. There should be systems in place to encourage creation of content, not to make it difficult.
Really that was the point of me starting this thread. I was hoping perhaps to change the tone of the discussion away from "bumpers suck, they are just cowards and griefers" to "what can we do in-game to stop or counter them." Which, frankly, SHOULD be the discussion to have.
