Reason: Placing ISK on someone will only increase his PVP, in fact what he is looking for, not give a new risk to him.
Instead, do not allow people to place a minimum ISK amount, but rather a standardized amount, to placed a general "Wanted" Status.
Wanted Level 6 - 1.0 Security Space - everybody can attack him - 200m ISK Wanted Level 5 - 0.9 Security Space - everybody can attack him - 150m ISK Wanted Level 4 - 0.8 Security Space - everybody can attack him - 100m ISK Wanted Level 3 - 0.7 Security Space - everybody can attack him - 50m ISK Wanted Level 2 - 0.6 Security Space - everybody can attack him - 25m ISK Wanted Level 1 - 0.5 Security Space - everybody can attack him - 15m ISK

Not a bad idea to be honest, paying 200m for a head that might have a ship of 100m ship will develop a loyalty and behave system.
This could also develop real "organizations" like corporations willing give real "Defense services" /mentalKiller |

400m is not cheap, it's almost 1 month of playing time PLEX.
What about develop the mechanism further while, the more frequent you put bounties on person, it becomes more expensive, decreasing with the time, to avoid this "random" bounty placing

The bounty system is a player led mechanic, so linking it to NPC security systems is rather daft.

This would eliminate all blingy mission runner or incursion fits. It would also shut down all freighter use forever. On top of that, it would shut down most PvE in lower-security hisec systems. It would also flood the forums with rage about hisec being unsafe, and probably get Chribba's veldnaught destroyed.
