Now from what i hear, a Corp can take Soverignty (spelling?) over a system and claim it as their own and deploy stuff into it. But Can you:
1) Rent out the factory/research slots in your base 2) Claim the stargate as your own and have people a tax for passing though 3) Set your defences to blow up a marked certain amount of people

you can only claim sovereignty over certain 0.0 regions ... not systems. (at least if I recall correctly)
And only over regions that haven't been claimed by NPCs. For example The Syndicate region is claimed by NPCs, so no-one can claim sovereignty there.
As we are talking about 0.0 and outposts here then, there are no sentries at the gates, only at the NPC stations (not sure about the actual outposts though). But what an outpost does, is basically a station controlled by a corp, much like the player conquerable station that are scattered in 0.0
The corp that set the outpost up can decide what people are able to get inside it (to trade and stuff) and which people are rejected. They can also decide what costs for factories and labslots are (if those are available in outposts). Basically they can decide anything about that outpost, but not about the NPC stations.

It is system by system. You can set your map to show alliances and you'll see the dots of the systems they control. You have to have I believe 2 or POS in a system to control it. ------------------------------------- You are all worthless, and weak.

In order to take soverignty you must: 1) Be in an alliance, as the alliance will claim soverignty not the corp. 2) Have a POS online in a non-NPC controlled region in 0.0.
Now to answer your questions
1) Yes, but only if you have an Outpost with those option. Outposts are extraordinarally expensive (about 25 BILLION to setup and build). You need a freighter to haul it to your system. Everything in it can be set for use for other corps at a price determined by you.
2) No you cannot claim a stargate.
3) Yes you can, but only on POS not outposts (outposts have no defenses but are invulerable but can be conquered). You can setup your POS to shoot anything with certain standings to your corp. Such as shoot anything without a +7.5 or higher standing.

As stated, it's system by system. Also, you need to have the majority of the POSes in a system. If yours is the only one, then it's your system by default. But if other corps/alliances setup a POS in the system, you need to have more than them.
