"What's Ragnar's hat?"
Ragnar T°rnquist, a former CEO of industrial mega-corporation TTI (Taggart Transdimensional) has happened to make a few... controversial --and highly hillarious to most-- decisions during his career.
One of these decisions concerned a vote held by Venal Alliance of old. The VA was involved in a war with Fountain Alliance, and the war didn't go well for them. Eventually an offer was made by FA to end the war, on condition TTI and few pirate corporations which were part of VA would be expelled from Venal. The VA council held a vote, and the outcome was the Venal Alliance would rather go down fighting together. To which Ragnar's response was a withdrawal from the alliance along with the mentioned pirate corporations, and as newly formed Northern Alliance (NA) to declare war on his (now former) allies which renamed themselves New Venal Alliance (NVA)
This new war were going somewhat better for NVA than for the NA, and during that time Femme Fatal (of "Going Limp" corporation) created a short movie clip --as it happened, it was a brief period when everyone and their hamster was subtitling odd Fanta Shokata commercials-- in which delusional Ragnar sporting a fez rambles about it not being over yet for he still has his superweapon... to which his irritated advisor responds with something like "oh stfu nub, your magic hat isn't really magic"
The phrase quickly transformed into reference to any of Ragnar's impressive blunders, and eventually into general term for really fscked up decisions, typically if made by high-profile people like alliance leaders or industrial tycoons.
that about wraps it up, i think... the test will be on Wednesday. :s
edit: couple of old threads describing these events with more details one would ever want to know:
The history of Venal TTI and Ragnar and a night of treachery

"Now i know why it's called Ragnar's hat.
You're hired, j0."
Afraid i won't be much of help, i only remember the random and weird stuff :< (like Ragnar's doings, or how Morkt Drakt fought the Jovian battleship in a Scorpion overloaded with sensor dampeners...)
I think Riddari was at some point trying to compile some sort of EVE history... dunno if he still plays, but you might want to ask him about it. and/or possibly Jade Constantine, she's been a part of many events, and i believe also has good collection of forum links to good history-related threads -.^;

"Erm.
STEALTH BOMBERS"
As in, a taste of things to come, or example of pre-hat silliness that makes one tremble at the thought how much worse it might get now... when starting from such low point with the brand-new hat? ;s

"You missed a few points out there j0sephine, but i expected little else :)."
It'd be due to focus on how the magic hat came to life, rather than on exact events surrounding the Venal conflict which i was no part of ^^
i was hoping the complementary links would suffice though, given how they have both sides speaking their part.... (add to it the nice find of 'official' TTi thread regarding the matter, posted just a bit above this reply, which i sadly did miss in my search)

A bump, along with another item that sort of makes Eve history... courtesy of Omber Zombie* the original nerf bat of ga- err, happy abandon
At some point this innocent item was included in ~half of signatures of forum posters, reflecting their opinion on freshly introduced changes to the gameplay. Made threads a bit painful on the eyes, tbh. :s
*) who i hope won't kill me for linking to his blog >.< but there's more interesting history-related stuff that can be found there...
