Remove the requirement of "keys" to use the 1/10 and 2/10 gates in some complexes now they're no longer static.
Currently there can be the issue that someone takes the key from the first room and either doesn't use it or dies in the second, this causes the site to be incomplete with no possible chance for it to be finished. (to my knowledge) I would personally recommend a move towards what the high level complexes have of killing all NPC's in a pocket to unlock the gate. Lieutenant Turelus

Would love to see the gate keys removed for the Gurista 1/10 and 2/10 sites. Now they're no longer static there seems to be a big issue with people taking the key from the first room then either leaving or dying in a later room causing the complex to stay stuck until natural despawn. After sitting in on the roundtable at fanfest I'm a little happier knowing the reasons why content is going forward with changes and I look forward to seeing the kinds of PVE we get once those tools are ready.
So not really little things but here is my long list of what I would personally like to see in EVE's revitalised PVE. Note that I agree with a majority of the player base that PVE needs to be both engaging and challenging but shouldn't become too heavily focused removing the ease of access to income for PVP players.
- Dynamic Agent Quality. - The more an agent is used the more their quality drops lowering the payouts of ISK and LP. This helps removed the static mission areas within the game which are currently 0.5 systems or ones with factions offering better LP value items (Sisters, Thukker etc.) and causes players to seek out greener pastures.
- Improved standings from Mining and Distribution missions, as well as missions to take items through hostile deadspace pockets to NPC drop locations (much like the drop off missions seen in the Epic Arcs).
- More epic fights with NPCs - Battling through a mission to finally fight that named NPC who is a push over and leaves you nothing memorable is a shame.
- Specialist missions for smaller classes of ships - Much like the Pirate Faction Epic Arcs where the missions were designed for T2 frigates it would be nice to see more missions where pilot skill and smaller ships are the choice over a super tanked Marauder.
- NPCs ships stats which are updated and in-line with current states of the game, Torpedo ships should be close range and high DPS instead of the 70km version there are now.
- Failure conditions for missions and a rework of the penalties a failure brings, rather than just having a loss in standings maybe that specific agent loses faith in you after multiple failures requiring you to work elsewhere to rebuild your reputation.
- Corporation specific skins or items in the LP store. - Give each corporation in the game items only available via their LP meaning there are better reasons to work for a corporation than "which is the best ISK/H or in the most prime location". Make choosing Hyasyoda or Kaalakiota as your missioning corp something interesting.
- More dynamic standings with better uses. - Standings should be a little more fluid moving up and down more freely with actions to represent a living and changing world, possibly introduce derived standings for NPC Corporations as well, working for one corporation will mean you lose favour with their competitors. Try and find rewards for players who have dedicated themselves to a Faction beyond the normal amounts as well (faction skins, Caldari State Drake skin, Federate Hyperion Skin etc.)
- Better access to Pirate Faction content. - Have hidden scannable agents in LowSec (L2-4) and HighSec (L1) which give out missions for the Pirate Factions, keep the LP stores located in NullSec meaning player must make a pilgrimage to those areas of space to claim rewards. Right now players have interesting career missions where they're invited to work for the pirate faction but need to fly out to NPC NullSec which is often under NullSec Alliance control. If someone wants to be a Pirate and work for an NPC pirate faction let them start that life in LowSec earning ISK from Pirate faction missions while also pirating players (this also boosts lowsec content).
- Expand on rare encounters such as Faction, Hauler and Officer spawns, add Faction Navy spawns, better AI for commanders, go extreme and add new Officer spawns flying NPC capital ships. Spawn encounters where two factions are fighting and players can help one win or annihilate them both.
- Give the NPC traders (haulers NPCs which move between stations) in Empire more gameplay options, give players a reason to hunt or guard them as additional content creators.
- More Epic Arcs - These are some of the most enjoyable missions in the game, offering a higher than normal challenge and a series of missions with different outcomes and choices.
- NPC bounty hunting missions. - Send players on long flights across New Eden to hunt and kill that specific NPC and bodyguards or fleet, give the NPCs tags redeemable for unique items or LP stores.
I'll stop there for now as I could likely go on for a while with crazy ideas on how to revitalise the PVE in EVE. I'm open to debate and discussion on any of my ideas so feel free to rip my ideas apart or iterate on them further, I really want to see EVE in a place where I no longer play other MMO's because they have more enjoyable PVE content. Not entirely PVE or a little thing but...
Let NullSec sov holders rent agents for their stations/outposts much like how the current bidding system works with the research teams. This would let you have more players/system for PVE than anomalies do whilst adding more gameplay mechanics for non-ship based PVP (bidding on enemies agents to stop their PVE etc.).
