The Orca's ship hangar can hold assembled ships up to battlecruiser size (but it only has room for one battlecruiser). Assembled battleships can only be shipped in hisec via freighter by using a courier contract. Bear in mind that a regular carrier can go anywhere a Rorqual can go, if you need non-industrial ships backing up the Rorqual's operations. There's no equivalent "jeep carrier" to complement the Orca in hisec. And it'll be easier to get into soon - the skill changes that should be dropping with Odyssey will switch the Mining Barge V requirement to ORE Industrial III. You'll still need Mining Foreman V (for Mining Director I), but that's a rank-2 skill, no more than ten days. According to the dev blog, training for the Orca will drop from 49 days base to 17.
Fit it right, and it'll travel long distances nearly as quickly as a battleship, carrying cargos that would never fit in any industrial transport, with enough defenses to weather all but the worst gankers.
