So I decided to come back to Eve after a solid 3'ish year hiatus.
It seems things have changed a little around here, though I do see some familiar names (Gypsio, Liang, Merin... Damn you're old) but I digress...
Now I've read through most of the last few years of patch notes: I notice that hybrids were finally balanced a few years ago (just before I left actually, that's pretty annoying timing since a Rokh was my favourite boat...); the tier system is steadily being removed (thank God); passive armour tanking seems to have been made much better; and the drake received it's long impending nerf.
I'm sure plenty of other things have changed in the last few years though.
So I ask Ships & Mods, what is the current state of Eve today compared to 2010/2011? What is OP, what needs a buff, and what strategies are trendy these days? Is CCP slowly but surely getting it right with each change and the game is now in the best shape of it's decadal life? Or has everything headed to Hell in a hand basket?
Enlighten me!

Everything is still in constant flux, and new stuff emerges all the time. Many ships are actually balanced against each others, especially T1 small ships are very viable.
Attack BCs (formerly known as tier 3 BCs) are probably the strongest contenders for FOTM status, but the situation with them is not really OP- most of the cries can be tracked down to them used in blobs. Their stats will be tweaked slightly, as well as TE stats.
FW have their own FOTMs, Hookbill is in a pretty good place, but in reality you will see ships from every race flying in the plexes.
In w-space, tracking dreads and armor T3s still reign supreme, this probably won't change as long as the mechanics stay the same. Unless the oncoming T3 nerf is radical.
Next big things will be OGB nerf (their strength will be toned from 5% to 2%, off-grid boosting hinges only on lack of technical solution) and battleship tiericide.
Skill tree changes might have some surprising consequences.
All in all it's a great time to pew pew. You can fly what you want, and your success will mostly depend on your player skills.

So in terms of some of the larger scale PvP trends...
Is passive tanking still hugely advantagous to active? How does the popularity of armour stack up against shield, or is it pretty much 50/50 on the field?
Are field command ships still a poor choice for their cost/benefit ratio?
Also cap ship balance...
I notice some changes to dreads, is each dread well balanced and useful or is their one clear winner?
Has the nid hogger been buffed or is it relegated to POS repair still?
Heaps of questions I know, but I have been away for some time

I'm not really familiar with blob warfare, so others can comment on that.
Ancillary Shield Boosters made active shield tank viable in small gang/solo, active armor got some buffs but it's still niche (1vs1 or 1vs2 thing)
Yes, Moros currently overshadows the others in terms of brutal damage. Nag will be changed to projectiles only, which will probably make it really nice.

There have been changes, the biggest is ASB. It's a real game changer. The Cyclone with XL ASB can produce a lot of rage. Hit a camp of 5 or so solo, kill all of them effortlessly and watch the rage and tears in local. Too bad they defanged Cyclone by change it to missileboat from projectile. Was nice while it lasted. Wow I just looked those up, they look pretty awesome, I'm assuming a Rokh with an X-L one of those would be pretty badass.
Ok one last question, how is weapon balance across the board lately?
I assume that cruise missiles still suck pvp wise (no change there in the last 5 years ffs), but are the other weapons finally about right in their intended role?

BS can fit multiple XL ASBs, it's the cruisers and BCs that can only fit one or two. Look, ma, medium hulls and capless XL boosters. And Mael > Rokh for XL ASBs. Armor rep bonused Myrm now tanks better when shield tanked. Medium armor reps ('cause Larges don't fit) vs XtraLarge capless shield booster ('cause they fit).
Blasters still can't get in range, as Gallante is still slow and armor makes them slower. Rails are still lol. ACs still fit and pwn nicely, except for boat that got switched to missile. Cruises are still worthless, and now hmls are going the way of the Cruise. Oh, and Rage Torps exp radius increased from 650 to 775. It needs the nerf 'cause, you know, there are still ppl using these for some reason and CCP wants to make sure they don't. Awfully nice of them.

I'd say blasters are pretty awesome right now, even small blasters can hit in the edge of scram with null and the gap between Minmatar and Gallente speed wise is smaller now and they're faster than Amarr or Caldari (shield gank ftw). |

I'm not in the best place to offer an assessment on ship/module balance. I will say that cruiser and battlecruiser tiericide, HACs have an even smaller niche than last year. Also combat ceptors. In terms of future developments, I think people are curious to see how tiericide will effect t1/t2 industrials. OGBs are definitely on the chopping block in one way or another. And while I have no illusion that CCP thinks this is an issue at all, I still think that deadspace shield boosters need a sanity check on their attributes.

On the topic of this, Blasters are actually pretty damn fantastic in the FW scene, and are also pretty decent for solo work because the Gallente aren't as slow as he's making them out to be. Cruises are still pretty bad. Oh, and torps (and rockets and HAM's) were buffed. The explosion radius went up, but GMP now affects them, making Rage Torps actually have a smaller explosion radius at GMP5. HAMs had a PG requirement reduction, rockets... well, they're rockets. They're good. |

I still post, but I've been busy making games instead of playing them. It turns out that being on an understaffed central services/platform team means you're probably going to get to crunch with every game team that crunches. Which basically means all the time. It's just been crunch time for so long that I wonder if it's "crunch time" anymore.
At any rate, I think things are calming down a bit because we don't have any more games in the immediate pipeline. \o/

I find it annoying that T2 projectile ammo is limited to explosive damage, unlike T1 ammo which can be chosen to optimize most damage types. This contrasts with T2 missile ammo, which comes in all damage types. There are 48 kinds of T2 missile ammo but only 12 kinds of T2 projectiles. Not necessarily a balance issue--certainly lots of people fly minmatar ships fitted with projectile turrets--but spending a couple of months training up T2 large projectiles and then finding the T2 ammo isn't worth the cargo space is a bit anticlimactic. |

Kin/Therm is a pretty good damage type shoot at anything, Kin sucks against Caldari/Gal T2/3, but it's often made up by having a significant raw dps advantage.
