low sec yes. High sec no.

now, with that said -- pre-Trinity you USED to be able to build caps in NPC stations in HS, so there are still a few remnants of ships there; such as Chribba's Veldnaught in Amarr.
Any ships that are still in HS have serious restrictions put on them, the biggest one being "no offensive actions". If you break any of the rules, CCP will kindly move your capship to the nearest lowsec station. One of the bitter points of a good bittervet is the realisation that all those SP don't really do much, and that the newbie is having much more fun with what little he has. - Tippia Malcanis for CSM8 |

You mean besides the whole ship being Concorded on the spot?
I'd be surprised if CCP put specific restrictions on them. I have a hard time seeing them mail out notifications to the ship owners with a list of specific restrictions that apply to them and not to other players.

There are ways to shoot people without getting Concorded (e.g. a war).

CCP moved all cap ships out of HS and the playerbase got mad :)
