My suggestion is fairly simple - reinforced bulkheads are fairly useless in EVE. Mostly due to the fact that they require 40CPU for T2 module and come with a crippling penalty to speed (and semi-hidden one to agility). And while damage control is pretty much a must in PvP, any other hull oriented module is likely to get you laughed at.
Generally speaking, anyone would agree that hull tanking is not viable in EVE beyond a few bait fittings. To check things out and out of sheer boredom, I took a hull tanked solo talos out to see how it will fare. Interestingly enough, buffer provided by bulkheads was very reasonable and surpassed that of common nano shield fits. What made the entire thing completely unviable was the drop in speed. And while I had a lot of fun whhowing my lossmail around, the fact is - it was a silly fit and we all know it.
Let's face it - Gallente ships have a lot of hull HP. So you do want some measure of hull tanking to take place. And yet out of practically two modules that assist in hull tanking, one is suffering from effectively dual penalty - that of high CPU requirement and that of speed and agility loss.
Gallente ships aren't exactly overflowing with CPU for these modules. And anyone trying to get in blaster range of target will tell you - 11% loss in speed per module (albeit stacking) does you no good. Add to it lack of hull-related rigs and you will see why hull tanking remains a gimmick in EVE. After all, no matter how hard you tr, you will always be limited to 60% resistance per damage type on hull, which is fairly laughable.
My suggestion would be this - primarily reduce or replace the speed/agility penalty on bulkheads. CPU need can be offset by CPU rigs (after all, you don't use rig slots for tanking, since - well, you can't. And while it would be nice to use the rigs for DPS increase, 25% structure boost per module has to have a penalty). Velocity penalty is difficult to compensate for especially when coupled with CPU one (one only has so many rig slots)
