Its very easy because ccp already did it before:
Make the 0.0 SOV mechanics the same as FW mechanics! This will give small alliances and small gangs a chance and will give 0.0 pvp a GIANT boost like it did for FW! The only thing that needs to be different is:
1. Instead of the standard Novice -> Small -> Medium compounds make it: Small -> Medium -> Large
2. When the system is vulnerable the I-hub can be shot by EVERYONE and can be destroyed. After that: the ALLIANCE that anchors a NEW i-hub will be the SOV holder. OR you can make the I-hub a static object and make it so that the Alliance with the most damage on the I-hub will be the next SOV holder.
3. Give the people that plex the systems Pirate NPC faction LP according to the NPC that live in the area.
4 Give the i-hub 5 different upgrades like for example cyno-jammers!
5. ONLY the Alliance that holds the SOV in a system can put up POS'es in the system! (This will give smaller alliances the chance to own tech-moons!!!)
This is only a small list of options to make 0.0 so much more interesting again and it will make 0.0 the pvp arena that it deserves to be..

other than the "make it PVE orientated!" this isn't that bad.

0.0 is NOT supposed to be just a giant PVP arena.
There is also Industry, PVE, exploration... CCP didn't made what you are saying for a reason, EVE is not just PVP...
But yes, SOV is a big problem, because small alliances have no chance to play it without joining the blob. And most of 0.0 systems are barren...
Also tech moons will never be owned by small alliances. Forget about it....What CCP is planning is to put these moon materials on ring mining and remove completely moon mining...

I understand what you are saying, but currently 0.0 is very unattractive for everybody, my idea makes it attractive for PVE and PVP and then the industry will profit from that as well: people will loose ships and modules that they want to buy again. |

0.0 was meant to be the ultimate sandbox. Where hard ass newbs and veterans could go out and make a name for themselves and set their own rules.
In the one hand, this has worked tremendously. Those individuals formed corporations, corporations formed alliances, alliances made super capitals and built stations and held whole swaths of space against all enemies (and sometimes, didn't).
And now these people have what they have built. Peaceful mining away at their hearts content, ratting when they want, major isk boons off of moon control, and when they want action, they hot drop gorgeous amounts of bling into losec, or some smaller groups territory. Fighting without real intent or purpose other than the fun of it.
They've done the work, or stood on the backs of those before them. This is the ultimate sandbox. |

So that is why CCP and CSM are concerned about the current SOV mechanisms. There are many sandboxes around that solves this problem by opening different servers every month, but EVE can't do this. So the solution is harder....

Taken at a whim? You obviously have no clue how the FW mechanics work. It will take you a couple of days of fighting over Compounds to make the system Vulnerable. Trust me it wont be at a whim..
0.0 is boring as hell at the moment. Nobody wants to play in 0.0 except for the big Alliances that want to keep their SOV. Creating fights over SOV with the FW mechanics will give it a huge boost, both for small gangs and big capital fights. |

When you say no one, where are you getting this information. It's the second time in this thread you've said it so I assume you have a reliable source? We're a tiny alliance and have had a load of conversations about if we were to ever leave nullsec and the short answer is "where else would you go". As some else has already mentioned, null is the ultimate sandbox.
I also think that the changes you propose would make null completely cost ineffective for anyone to bother about. Null isn't a cheap place to live and yes, there's the risk vs reward but with constant PvP already present in some area's, it can get pricey especially if you are in a corp that is geared towards industry.
I'm personally hoping the the whole state of wormholes gets a revamp as so much more could be done with them and that could potentially be the so called "pvp arena"

A POS has be built in space well away from moons or any easily warpable or probable area. A POS when built has 2 circles of location relays that shield its location. -A relay is in a complex that has to be scanned down -relay can be hacked or destroyed -mass or number limits like FW to keep fights small which could scale as you get into the inner circle of relays.
After a certain number of relays have been accessed or destroyed in the outer circle the inner circle locations become scanable or if hacked bookmark is dropped depending which route you went.
Then the same with inner circle until you get the POS location/ scanable. The POS complex would limit on a higher scale also depending on the size of the POS. this would make fights more equal in size and allow smaller alliances/corps hold some sov.

Hey now. It feels pretty PvP-arena-ish to me out here, but we like to reap the rewards of defending our territory just as much as you guys do. (and don't say wormhole stabilizers, that makes the baby Jamyl Sarum cry)
Back on topic: Nullsec doesn't need to be turned into a massive PvP arena. It needs self-sufficiency and reasons to PvE in groups. You can't just wave a magic wand and say "now you have to do it with only a few people!" People will still summon giant CTA fleets to take sov. A surface fix like this won't make nullsec any more attractive to small gangs.

Null is a joke, Low sec has much more pvp for smaller corporations and alliances, and thats a fact. I have been in 0.0 and low-sec. in 0.0 you need to look for hours to get a good fight. if you are lucky enough not to get gate-bubbled or blobbed.
