Just looking for some form of support regarding this matter...
As titled, Paid for a character (Regina Certamen) with ISK from PLEXing, i got from Shattered Crystal, a Day or so after the transaction was completed, i received an email from someone saying the character was advertised on ebay and to avoid it if poss, at this point i had already paid for and was in control of the char and some time has passed at this point, then yesterday the account was banned for RMT, pending an investigation.
Im somewhat annoyed at this, ok sure i understand that to fight these things there has to be a ban etc but im a victim of whatever the original owner has done, now on my only day off for the next 14 days i cant enjoy EVE!
Surely it can bee seen via the sales post and via transaction history of ISK that this was not a RMT Sale..
Ive put in a petition earlier on to try and rebuke this, but so far ive had no responses, what sort of time-frame am i looking at for a response, does anyone know? |

And petition will be your only way to know, forums won't be able to tell you anything. As for the time it takes, it varies but since you put in the petition all you can do is wait until it gets looked at.

This issue is getting more and more common. A petition is the only way to solve it, but the system needs a serious overhaul. |

This kind of thing turns me off from the idea of buying anything off the character bazar especially because you are looking at 14 to 30 days without a response about the issue from what I've heard about GM petition response time and will be left hi & dry in limbo

Once again I ask why CCP has not totally overhauled the Character Bazaar and implemented an automated system.
At the moment buying a character illegally from the many websites out there is a lot easier then it is on legally on CCP's own forums which is madness

yeah what this guy said.
Simply buying isk off ebay one time i dont think gets your banned, just a warning.
so its very likley that the account the char was on, or the char was used to launder isk from RMT or something equally shady.

If innocent then he should do as suggested above, but realize that most of the time they are guilty when they post on the forums about it.
This is why it takes so long for a response. It's not that they are ignoring the situation, it just takes quite some time to do the kind of complete investigation necessary to prove that this isn't just an attempt to cloud a money trail.
It's very unfortunate for those that buy a dirty character unknowingly, but that's just one more community service that the botting community generates with their "harmless" activities.
To carve a successful niche for yourself in EVE you need to be able to out sell, out produce, out fight,-á out run, or out wit your competitors. If you can do none of the above, your only option is to complain on the forums that somehow you are at a disadvantage using the exact same tool set-áas the rest of the player base. |

just to clear this up, RMT always is a permanent ban offense. even on the very first offense. so buying isk off ebay even just once and even just 1 million isk will result in a permanent ban for all of the accounts of that person, source: http://community.eveonline.com/news/dev-blogs/begun-the-bot-war-has/ (edit: and i think even if it was a year or longer ago you can still get a ban for it when they find out a year later)
@OP: all you can do is wait for a response on your petition now. these kind of petitions usually take some time before they are resolved because ccp has to be sure you aren't involved in RMT yourself and that the original account of that char wasnt hacked or anything for that sale. my guess is you won't see the char or your money during this week. it will probably take till sometime next week. |

Step 3) Before transfer is complete, post character on E-Bay.
Step 4) Report E-Bay to CCP through 3rd party. Character is banned.

Character Trading via Bazaar neds no "overhaul". There are rules to be followed, if you don't do that, CCP will fix you or your problem. In this case, it's annoying because of your only day left to play. But you can be sure, that you won't be banned for long. |

The petitioning system is broke currently imo based on the last few petitions I have put in.
Waiting 3 weeks for a response is unacceptable to me. If this is the only way your customers can reach out to resolve issues then I feel there should be a 3 day turn around max. If that's not possible then have another way customers can reach out to resolve problems. It's very frustrating for the end user. |

The character bazaar is a mess. You shouldn't have to wade through post after post, using third party sites to look at skill sheets in order to find a character of your choosing.

If the delays are caused by a lack of staff to handle the petition load, then CCP should address that. If, on the other hand, there are just some petitions that take a lot of research to get to the bottom of (and anything dealing with RMT is going to fall into that category) then I would rather they spend the time to do it right than fire off a quick response due to some arbitrary SLA time limit. This has happened to me before. IIRC from ban to resolution only took about 48 hours. BUT, I had to do considerable leg work including proving I had just bought the toon. Apparently they couldn't be bothered to check, lol. So, in your petition include the sales thread. Good luck. |

What it SOUNDS like is that the seller also posted the character on ebay -- THAT is the RMT portion, and why you were temp banned. Prove you bought it for ISK (link the sale thread, date of ISK xfer, date you bought the GTCs, etc).
If you're legit on the txn (and not the RMT-ing bastard), then CCP will sort you out in a few days usually (or so it seems in cases like this). If she was not involved, then no ban of course. But anyone who does RMT then tries to avoid the ban by swapping characters between two accounts, either their own two or with a friend, should get banned. Even if they come to the forums and profess innocence. In this particular case I have no idea who did RMT. Depends, how many players buy and sell GTC and make PLEX on a given day? I mean, yeah, we can expect the GM to dig through the logs (which show nothing anyway ), or tell them "here's what I did and the approximate times" ... then they can look right there in the logs, verify, and you're on your way with a character ... or return of the ISK (and items), and the seller has a new shiny permaban.
