I think missions (from concord?) to go out and find and kill low standing players in lowsec would add an interesting and new dynamic to the game. Possibly even missions to hunt and kill suspects too? |

Its just my feeling that this would not work as mission mechanism. There would be too many loop holes and issues with this.
In connection to this topic I made just recently post about bounty contracting Bounty contracts

If you did not reserve it to Lowsec and low standing pilots that would be perfect because then CONCORD could issue a ship killing right on anyone with a bounty, of course you would have to have good standing with CONCORD in order to get these types of missions. |

and when the next mission is also a PL supercap pilot? Or how about a trader/PI/POS/Science alt? Since this would be tied to concord (standard mission rules), if you fail or decline another you would be damaging your concord sec. You would also actually have to find said person. even if you set it so it only looks for valid bounties inside the system/constellation/region to generate the mission, what happens if they were only passing through and aren't going back to the region again? or heck, what happens if they move full stop.
How long can a mission be held for? what are the penalties for failure?
Finally, low sec has about 6 percent of the EVE population. Less than 4% of EVE have any sort of bounty on them. So, quick averages math that means that there are about 30000 people who regularly live in low sec and only 1200 have a bounty on them and that is if they were all logged on, or even if their account is being actively used. I can't give you math on the weight of those bounties but I can tell you that unless this is offering a large sum of concord LP then not enough people will use the service, which by its nature of being offered by concord is competing against the machine that is incursions.
So even in the best case scenario you will be looking for a person who is probably not worth any amount of isk, is mobile within a couple of systems and if you get too good at it in general, will be wiped out quickly and be and empty offering or the actives would be wiped out and all that is left is blueballing alts. |

Do you happen to know the identity of every PL supercap pilot, or would you simply decline every mission you were given that involved a member of a low or lowsec entity? |
