Sometime before Incarna's release I believe there was a contest for fan submitted ships. I don't remember the exact date but i think it took place around that time. Whether it was the Noctis or T3 battlecruisers that ended up being fan made or not, I'm not sure. However, it marked the first time that the makers of Eve Online allowed the entire base of paying customers the ability to artistically alter the game itself to my knowledge.
I find this form of player input invigorating to the interest of the game in the same vein that player driven events have their own history which all but overshadows even the main Faction story arcs of Eve Oline. It is my opinion that the intermingling of rich player made lore and core game lore are what makes this game so great and rewarding when compared to other mmo's.
With that being said, I have noticed the wide arrange of ships introduced over the years seems to slowing now as a much needed ship re balancing is currently underway. The last 4 destroyers introduced did fill a quite noticeable gap in their ship class, thereby, rounding out what in my opinion is a marvelous assemblage of ships for any space game. If you ask me, the necessity of new ships with new lay outs and roles isn't really a necessity right now.
That might be why the much needed ship re balancing is making so much progress. With all the roles and niches of ship class so fully fleshed out, the rehashing of old ship design is really the only direction ship designers have right now. There is however a way to introduce new ships to the game in a player inspired method that would greatly enrich the overall lore and game play of Eve Online and that method is ALLIANCE SHIPS.
The basic idea is simple. You already have faction ships which are similar to their tech 1 variants. Why not make standard tech 1 hulls and their layouts the base for an Alliance's own research and development. In other words, hand creativity back to the players again. Let them do your work CCP. Given enough sovereignty and empirical might an Alliance may be able develop their own entire fleets, which carry their own creative style and motif into battle. No more Minmatar or Gallente mix of ships. It would be their own ships, same as Factions do it.
How could this be done? Allow a frigate, cruiser, battlecruiser, battleship, and possibly capital blueprint to be invented upon by a worthy alliance in a specialized in-space facility. A facility that can only be built once a requirement is met by a large enough Alliance, with subsequent upgrades and reqs that unlock further in into the aforementioned ship tiers. While these ships are under their invention timers the Alliance can submit a proposed ship model and layout that is similar to the initial ship bpc they used in the facility.
An agreement will be made by CCP and the Alliance on the new ship. A minimum invention time will exist that will extend if a ship needs more time. The minimum invention time will be significant regardless, scaling up with higher tiers. I would suggest these ships be as powerful as faction ships, but no more.
That in a nutshell is my idea. I hope you like it. Criticisms and advice are welcomed.

I dont care. Pink and fusia camo would look pretty cool as well. Think of all the homophobic pilots who would warp away when they saw a fleet of these ships approaching.

I believe that the new mechanics for exploration are heading in the right direction. Currently, all methods of 'teamwork' reward one player with three characters as much as three players with a character each. Multi-boxing and boosts and remote repair can all be done by a single player.
Even corporate benefits are as much gained by one player with many accounts (or even solo, sometimes more easily) than by the combined effort of multiple players.
The suggestion by the op is heading in the right directions. Instead of missions that are simply harder to do, let us find a way to reward activity and playtime.
I support any initiative which rewards corporations, and alliances, with more and improved capabilities. The fleet ship concept, which is probably taken from Star Trek Online, is only one of the mechanics they use on a daily basis to keep people focused on their fleet (their name for a corp) and improving their fleet's capabilities. If you're driven to threaten others with harm or violence because of what they do in game, you can't separate fantasy from reality.-á That 'griefer/thief' is probably more sane than you are.-á How screwed up is that? |

So... FOTM trend becomes permanent. Since you can't go changing bonuses on an alliances specially researched ship to another bonus..... This is a terrible idea for simply that reason, let alone the sheer number of ships CCP has to try and keep balanced at that point. |

If another drake emerges from this than it would be under the Alliance's influence to control the manufacturing and proliferation of such a beast. If they smithed the elegant blade then they are the artisan of that construct. They reap the rewards and pick their patrons as they see fit.
The only thing I can think of that would interdict this formula would be if a high theft were to occur from a spy within the Alliance. Whereas the ownership of the blue print of such a ship go on the black market.
Therefore I include this amendment to the op and will edit as follows:
*In fear of proliferation, Alliance RnD Facilities will not create working bpo's. They will only create bpc's. The bpo is permanently 'stuck' in the laboratories of its home facility. If the situation were to arise that a RnD facility were to be destroyed than so does its bpo's, leaving only the remaining copies to keep their ships legacy alive.*
Also why cant the bonuses be switched. CCP is re balancing decade old ships at the moment. Of course they can intervene. It would be partly their responsibility since they had a hand in making the ship in the first place.
Oh, and think of the news stories. "CCP nerfs Goon's flagship." "Jita becomes a burning sea of carnage." Or how about, "Using their new exploration vehicle, NC has been able to increase their capital ship production creating a stir among its local neighbors." Does this type of stuff not sound cool to you? If not, why are you even playing this game?
Another thing I think is a cool possibility I'll leave out for discussion:
1. Alliances that are not bellicose and the ships they might want to produce? Could industrials and mining ships be a part of the equation?
2. Replacement of battlecruiser with outright command ship. Flagships anyone? |

I'm not sure what these would do but I just like the idea of goons flying around in tiny bees. |
