I have a feeling you're reading something from the news that isn't there.
She disarmed everything in the last minutes of the titan's existence. The rest of the time, everything was primed and ready to fire at the surface below. As far as I understand (and as what announced by newsfeed - and I am not sure how they are accurate), Oblivion-class doomsday device was disarmed long before everything else. And this kind of weapon was designed not for ground support definitely, but for capital ship combat, where it should be used against hostile fleet capital ships. |

I would like to offer my own meager suggestion on why events unfolded as they did. It is supposition and should not be taken as fact.
The good Admiral had been given an order somewhere, from someone, to either fire the weapon at the surface or to prepare for such a bombardment. Her loyalty required that she designate the weapon for this task, but her honour dictated that she not fire upon the Kaalakiota peaks. For this reason she did not use the weapon against the dreadnoughts laying siege to Shiigeru.
When ones honour conflicts with ones loyalty, the tea may be the only good solution left. |

Unfortunately, you don't have access to the tea all the time. And going away like that... with cloning incident, is not right. It is simply not right. But it is the war and we all must be ready to pay the price, even if it won't be pretty. |
