It'd be nice to put orca's into a carrier's ship maitenance bays and move them around to different areas in lowsec for ops.
It'd make a good step to get miners into lowsec more by giving the orca a means to move around besides jumpgates and also a way to run if need be. |

So, you want to give orca's a j-drive and increase their SMB to ~1m m3.
a.) Your title is awkwardly stated, as this suggestion is absolutely not what I expected to see.
b.) Why can't you use a Carrier or Rorqual? Your suggestions really impede on the Rorqual's territory! Hell, I think enabling Rorquals to use regular gates would be more appropriate (note: This is an off-the-cuff remark and I don't support that without some serious thought)!
c.) What are appropriate drawbacks to give the Orca for this benefit: (A good start: nerf the pg so it can't fit a 100MN MWD, nerf it's agility to make it slower, and give it a very poor j-range). This is still encroaching on the Rorqual's territory! |

He is not talking about giving the Orca anything, in the sense of added abilities directly.
He is describing the details about how it won't fit inside of a carrier, so the carrier cannot jump it to new locations.
It won't fit in a Rorqual either, same exact reason.
I say why not? if people want to make the capital version of a TurDucken, it could be interesting... Cloaking being on a ten minute manual cycle timer? (Author: Bree Okanata) Fine. As long as there is a ten minute timer for being docked in a station. Also, you can't stop moving in the game. Just add in a way so every ten minutes you are randomly warped to the nearest other player. Keeps people from going AFK. |

You want a capital industrial with a jump drive, use big bro Rorqual instead. Bonus points for being able to compress your ****, you get to dish out jump clones to everyone and you have a sweet-ass transformers mode for when you just want to look cool. |

No. Capital ships fitting inside other Capital ships would not be a good idea.
How about I shoehorn a Titan in there for good measure too?
You want to fly a mining support ship into low/null sec... either fly your Orca and be slow, or get into a Rorqual and be faster. |

The only other non jump capable cap ship is a freighter, and it has a T2 version specifically for this. Noone seriously refers to the Rorqual as a T2 Orca, as the differences between the two, as well as wildly different operating styles.
The Orca is like a fish out of water, trying to travel any distance outside of high sec. That being said, it is just fine for lower end support short of a Rorqual, in safe sov space.
Now, think about luring it out into riskier areas, and needing a more valuable cap ship to move it around for this.

You now have a ghetto mineral transport with more range and defensive abilities than a Jump Freighter. Change isn't bad, but it isn't always good. Sometimes, the oldest and most simple of things can be the most elegant and effective. |

Unfortunately I don't think people fly or have picked up proper roqual tactics, if you deviate from them you will loose the roqual
Roquals are to under no circumstances operate in space without a pos sheild, even when you are in a mobile op you will see experienced players drop and activate a pos with defenses before a roqual jumps in - reason being, that in the event hostiles appear that you cannot fend off, you can squeeze out of the shields and jump effectively reducing loosing your roqual to 0... additionally after the attackers realize there is nothing to gain from bombarding the pos, you'll usually be able to pick it up later (in one piece)
So rorquals require pos structures, ships to set up the pos, and the resources to run it... On top of costing just over 3B or needing to be built in lowsec.
Orca's as of now, stay in highsec belts and can only cost 0.7B if you know your markets and suppliers... They will not leave for the same reason as freighters in that there are too many risks to send a capital ship though jump-gates in lowsec to justify any benefits they may apply. But being as they are cheaper and less effective then the roqual, chances of them being defended by a POS is less if they can be mobile
