I can answer this in a way you might even like.
CCP is in Iceland.
This means down time is when they are getting daylight for normal business hours.
So all the belts pop up when the down time ends.
Then everyone online at that point races for them and gets them first.
This is unfair right? Nope.
You left out the part that down time happens while the other time zones sleep.
They don't get to play mid day and lose out on a lot of potential eve time.
From my perspective they get the short end of the stick.
Don't you feel a bit daft for crying about having the advantage now? |

Look, you're half right here, and so are all the people talking about sites respawning during the day. There's more to it than either simple option.
I play in the few hours before downtime every day. In fact, Australian peak play time is defined as terminating at downtime, because after downtime there's not much point logging in because it's bedtime. But regardless, in those few hours before downtime I have been able to find plenty of grav sites to mine. Some of them spawn in systems that I have already explored. So they do spawn during the day.
What might be confusing some people is that grav sites apparently reset after DT, meaning all of them are present. Then they get mined out and head into their usual respawn cycle, so they get scarcer and scarcer during the day.
Hope this clears things up for folks. Yes, the people who are exploring and mining after DT will have an easier time of it, and the people who play immediately before DT are going to have a harder time of it. But the sites still spawn during the day.

I've several times started mining a grav site before DT and carried on mining it after, same location, exactly the same ore state as before DT.
One thing that does happen is that if the grav site's been around for 3 days (I think it's 3), it will despawn at DT. Hence if miners cherry pick the grav sites, mine the better ore and leave the rest, the grav site stays around and despawns at DT 3 days after first warped to and hence respawns elsewhere after DT.

Ok upon testing this.... like 2 of the 8 belts I scanned this morning are still present with NO NEW BELTS in the entre 2 constellations I have scouted out. That's also a large portion of my region. So yes.... THEY ONLY RESPAWN AT DOWNTIME. This is ******* bullshit. |

I just finished a 22 jump round trip (11 jumps each way) Way out, 2 grav sites. Way back (couple hours later), 5 grav sites (incl the 2 that were there before). One system had an ice belt when I went through the first time, an ice and and an ore when I came back. I'd have taken screenshots, but cbb.
They do not respawn at DT, grav sites never have, they respawn somewhere else when completed. This is different to the ice belts that respawn in the same system 4 hours after completed. |

Nope, absolutely false. I have run into mining sites that appeared at some point during the day. I have seen them pop up at all hours of the day. In both K-space and wormhole space.

Find some belts and go chew on those rocks, outsource the minerals you're not getting. It's really that simple. If you still wish to mine grav sites for some reason, branch out to more than two systems...

Try 34 systems and 3 constellations total. Id need to see proof or something on a definitive answer on the spawns instead of hearsay and forum posts. Links? |

This is just a few jumps out of Jita. the IDs are non-sequential, so these did not spawn at downtime. Both large sites were actively being mined when I passed through and the Omber site is heavily populated with asteroids.
TL;DR version: You're wrong. |

When the server populates at downtime, you end up with a bunch of sequential IDs (the left digit/letter is actually the least significant position).
Even signatures that existed before downtime will have their ID reassigned.
If you would like to see this for yourself, just go on Singularity sometime. Since very few sites are ever cleared there, you will see system after system of sequential site IDs, like this: http://imgur.com/PB3Mnza |

There's probably a way to derive some kind of information from the numeric portion as well, but I never really played with it beyond observing that the numeric value in downtime spawns always increment (or decrements) by the same value.
In this case, it's 245...
HUT-295 IUT-540 JUT-785
540-295 = 245 785-540=245 etc. |
